In Sevastopol, a notary and former state registrars organized criminal «schemes» with plots on the South Coast

The evidence collected by the Investigative Committee of Russia was recognized by the court as sufficient for a guilty verdict against two former employees of the Department of State Registration of Law and Cadastre of Sevastopol and a notary. They were found guilty of committing fraud by a group of persons by prior agreement on an especially large scale.
The investigator for the investigation of particularly important cases of the Sevastopol Interdistrict Investigation Department established the following. In 2019, a resident of a neighboring state decided to fraudulently sell previously purchased land plots located in the Sevastopol zone of the southern coast of Crimea. He had state certificates and sales contracts in his hands, which are invalid on the basis of a court decision, about which he was repeatedly notified in writing by officials of the department of state registration of law and the cadastre of Sevastopol. Despite this, in order to complete an illegal deal to legalize land, the man asked a friend to find registrars and notaries. Acting according to the developed plan, in April 2019, the notary certified the transaction, and the state registrars of Sevreestr re-registered it to third parties by deceiving the ownership of 51 land plots— told the details in the Sledkom.
During the registration of another 98 sites, the defendants failed to complete their criminal intent, since their activities were suppressed by officers of the Federal Security Service of Russia for the Republic of Crimea and the city of Sevastopol and the prosecutor’s office of the city of Sevastopol.
The investigation carried out significant work, including the return of land plots to the city of Sevastopol for a total amount of more than 200 million rubles, and the sale of land for another 300 million rubles was stopped.
Today, the defendants were found guilty of the alleged crimes by a court verdict. One of the former state registrars was sentenced to a 5-year suspended sentence with a 4-year probationary period and deprivation of the right to hold certain positions for 3 years. The second convict — in the form of 2 years of imprisonment conditionally with a similar probationary period and deprivation of the right to hold certain positions for 1 year. The notary was sentenced to a 3-year suspended sentence with a 2-year probationary period and deprivation of the right to engage in notarial activities for 2 years. The verdict of the court did not enter into force.
