Innovations in tax legislation were discussed at a meeting organized on the initiative of a member of the Public Council under the Federal Tax Service of Russia for the city of Sevastopol Irina Pochinskaya, for members of the regional public organization “Sevastopol Trade Union of Workers and Entrepreneurs of Trade, Related Industries and Services.”
At the seminar, which was attended by taxpayers in the trade and public catering sector, issues related to changes in taxes in the conditions of application of the Unified Tax Code for tax agents, conditions for renewing an enhanced qualified electronic signature, features of paying property tax for organizations in Sevastopol, as well as topical issues of application cash register equipment.

The speaker clarified that employers need to submit a notification twice a month: before the 25th — for personal income tax, which was withheld from the 1st to the 22nd of the current month; and until the 3rd — for personal income tax, which was withheld from the 23rd to the last day of the previous month.
Victoria Zorina focused on the negative consequences of shadow employment and warned employers against paying wages in an “envelope”. She clarified that from March 1, 2024, a new Law of December 12, 2023 No. 565-FZ “On employment in the Russian Federation”, which are given powers to regional interdepartmental commissions to combat illegal employment. She noted that the information resources of the Federal Tax Service make it possible to identify risks indicating the payment of gray wages and provide this information upon request to interdepartmental commissions.
As part of the discussion, taking into account the great public attention, the issues of using cash register equipment were considered. Chief State Inspector of the Control Department Elena Arkhipova reminded that from 2024 the Federal Tax Service of Russia will resume Industry project “Public catering” in relation to business entities providing such services to the population. She emphasized that the main goal of the project is to reduce shadow turnover in the catering industry, as well as increase revenue recorded using cash register equipment and create equal, competitive business conditions. The speaker informed that thanks to a comprehensive analysis of the information available to the tax authority, violators are “visible in full view.”
Elena Arkhipova noted that every citizen can, through their actions, help identify violators of the law — through a mobile application «Checking a receipt» you can easily check the legality of the purchase and report a violation, including the fact of non-issuance of a receipt. The speaker also focused on the question of how to generate a correction check if an entrepreneur discovers inaccuracies in the use of cash registers.
