Despite the earlier court decision on the demolition, the commission decided to conclude an amicable agreement, after which to legalize this building and the rights of equity holders, subject to the submission of a full package of documents that comply with urban planning standards and the acquisition by the developer of an adjacent site for landscaping and organization of parking space.

The result of the commission consideration of the unauthorized construction recognized by the court at General Melnik Street, 14 was completely different.
The construction of this house began in 61 and was carried out, according to the director of the Department of Architecture M. Zhukalov, with violations of the type of permitted use of the land and with outright deception of people.
In light of these circumstances, the chairman of the commission, Governor Mikhail Razvozhaev, immediately told the equity holders that there would be no positive decision, and the funds invested by them should be recovered within the framework of an already open criminal case.
Such a verdict could not be changed even by the speech of one of the deceived real estate investors, who, almost sobbing, stated that in order to buy an apartment in Sevastopol, her family had to sell real estate on the mainland, and in case of demolition, they would be left without funds.
