Work continues to provide land plots for participants in the special military operation and their families. The report at the meeting of the Government of Sevastopol chaired by Governor Mikhail Razvozhaev was presented by Vitaly Kozyrev, First Deputy Director of the Department for Property and Land Relations. Earlier, in pursuance of social support measures to provide land plots to preferential categories of citizens, 447 land plots were formed. 447 participants of the SVO, standing in line, were sent a notification about the possibility of granting a land plot to their property free of charge, indicating the cadastral number. Every day, specialists of the department for property and land relations invite applicants over the phone to sign consent or refuse to provide a land plot. Already received 135 consents.

The priority task is to provide the first plots and send property documents to people as quickly as possible— the press service of the Government of Sevastopol quotes the head of the city.

According to Vitaly Kozyrev, together with the Department of Digital Development, the issue of improving access to the register of citizens registered as persons entitled to provide land plots for free has been worked out.

It is proposed to create and place on the main page of the website of the Government of Sevastopol a banner-link to a new page-section «The Unified Register of Provision of Land Plots to Beneficial Categories of Citizens» on the website of the Department for Property and Land Relations— emphasizes the first deputy director of the department for property and land relations.

The service will appear on the site on Monday, August 28. The section «Unified Register of Provision of Land Plots to Beneficial Categories of Citizens» will contain the following information:

  • normative legal acts regulating the placement of citizens in the queue and the provision of land plots;
  • application forms;
  • Answers to frequently asked questions;
  • a file with a single register, which is updated daily and includes not only members of the SVO, but also members of large families and other categories of citizens.

Personal data will be excluded from the register. The number in the queue will be identified by the number of the registration order issued by the department.

When a person receives an order from the department to be placed on the queue, he has his number of the order on registration on hand and by this number he can see where he is in the queue and at what stage the consideration is— explains Mikhail Razvozhaev.

Also, the following statuses will be visible in the register: “Notice sent”, “Consent/refusal received”, “Corporate granted”, “In the queue”, “Reinstated in the queue as a result of the review of the public service”. Registration will be carried out according to the date and time of contacting the MFC.

There are several ways to find out the queue number at the moment:

  • in the department of the MFC of the city;
  • in the department of property and land relations;
  • by phone number 122 (extension 5);
  • in a chat in Telegram at +7 (978) 300-02-38.

In this case, you must provide the number of the order on registration.

If for some reason the applicant does not have the opportunity to apply personally to the department or the MFC of the city or there is no possibility of issuing a power of attorney, the applicant has the right to personally write a statement of consent or refusal and, within 30 days from the date of sending the notification, send it by registered mail with notification to the authorized organ— says Vitaly Kozyrev.

After obtaining consent from the applicant, the department for property and land relations issues an order to grant the land plot to the property free of charge and sends the citizen for registration of the right. The registration period is seven working days, after which the specialists of the department receive an extract from the USRN with registered rights and send it to the applicant along with the order.

At the moment, interaction with the MFC has been worked out in accepting applications and advising citizens on the submission of documents and the provision of land plots. The centers are ready to receive citizens from today.

We are ready to use the call center at 122 (extension 5) and 41-71-00, as well as 12 MFCs around the city. Now the center has four employees, each of them receives about 200 calls — if necessary, we are ready to deploy these lines. There are about 115 windows in 12 MFCs, we are ready to organize a «green corridor» — to allocate from 5 windows in large MFCs to 1 in small ones. With the help of the call center, in addition to the usual questions that applicants ask about the procedure for the provision of public services, the mode of operation, the applicant can receive information about land plots — employees will advise him. In order to submit consent or express disagreement, the applicant can come to the MFC. In the branch, the applicant can go to the administrator’s desk, provide a list of documents — a notification, a document proving the identity and authority as a member of the SVO, for a representative — a power of attorney.
