The prosecutor’s office of the city of Sevastopol conducted an inspection of the observance of the rights of citizens subject to resettlement from emergency residential buildings.
It has been established that, on the basis of a state contract, since December 2021, an unfinished five-story residential building on Malinovsky Street in Sevastopol has been reconstructed to provide apartments to migrants from emergency housing stock. The prosecutor’s office of the city carried out supervisory support for the execution of this contract. In the course of prosecutorial inspections, facts of non-compliance with the work schedule were revealed, violations during the placement of a construction object for supervision in Sevgosstroynadzor and in the implementation of state cadastral registration and registration of state ownership of residential premises. In order to eliminate the identified violations, a set of response measures was adopted. During the construction period, the prosecutor’s office made 5 submissions to the executive authorities and the customer. The contractor was warned not to violate the deadlines for the performance of work. To control the progress of the completion of construction, systematic visits were made by the leadership of the city prosecutor’s office and the prosecutor’s office of the district to the construction site— reported the press service of the prosecutor’s office of Sevastopol.
As a result, in May 2023, all residential premises in an apartment building were included in the city’s property register, the state property right to them was registered.
The measures taken by the prosecutor’s office together with the city government made it possible to complete the construction, put the house into operation and begin concluding social employment contracts with the resettled citizens.
The new building includes 40 apartments. Currently, 25 apartments have already been provided.
