In Sevastopol, parents of 2.8 thousand children receive monthly payments from maternity capital funds

In Sevastopol, the three most popular areas for using maternity capital include a monthly payment for a child under 3 years of age. In just two months of this year, the regional branch of the SFR allocated more than 39.4 million rubles for this measure of social support.

This area is becoming increasingly in demand among city residents, as changes in legislation have significantly expanded the circle of payment recipients. From 2023, monthly payments from maternity capital can be issued to any small child, and not just to the second, as was the case before. In addition, from January 1, 2024, parents have the opportunity to apply for payment within six months after the birth of the baby and receive money for the entire previous period before the application, noted Elena Gaivoronskaya, manager of the SFR Branch for Sevastopol.

According to the rules, payment is due to certificate holders if the income for each member in their families is below two subsistence minimums (per capita) in the region of residence, that is, below 31,524 rubles in Sevastopol.

The size of the payment depends on the cost of living per child in the region of residence, that is, in 2024 for Sevastopol families, the benefit is 16,182 rubles.

Elena Gaivoronskaya recalled that since 2024 there have also been some changes in the rules for assigning payments. In particular, the list of income that is taken into account when determining the right to payment has expanded — this is not only income from work, but also scholarships, alimony, military allowances, income in the form of interest on deposits, etc. A complete list of income can be found on the SFR website.

An application for processing a payment can be submitted through your personal account on the government services portal, at MFC branches or at the client services of the SFR Branch. There is no need to provide additional certificates; in most cases, to assign a payment, the regional branch of the Financial Markets Service will independently verify the necessary information through information systems.

The payment is prescribed for 12 months, but no more than until the child reaches the age of three years. An application for extension of benefits is submitted in the last month of the period for which this payment is scheduled. After a positive decision is made, the money is transferred to the family within five working days, then every 5th day of the month following the month the payment was calculated.
