Today, at a meeting of the Sevastopol Government chaired by Governor Mikhail Razvozhaev, two resolutions were approved on establishing the boundaries of protection zones, land use regimes and requirements for urban planning regulations within the boundaries of protection zones for cultural heritage sites. The purpose of the adoption of resolutions is to ensure the safety of cultural heritage objects in the historical environment. The protection zones were approved for the territories located in the central part of the city along the streets of Admiral Oktyabrsky, Bolshaya Morskaya, Vasily Kucher, Voronin, Lenin, Lunacharsky, Odessa, Pushkin, Sovetskaya, Suvorov, Tereshchenko, pl. Nakhimov, pl. Suvorov, Nakhimov Ave. The Decree establishes a joint protection zone in relation to 172 objects of cultural heritage of federal and regional significance.
The draft resolution proposes to establish three types of zones: a single buffer zone, a development regulation zone and a protected natural area zone. There is also a ban on the construction of capital construction projects, an increase in the height or dimensions of existing buildings, as well as the installation of opaque fences within the boundaries of a single security zone and a single zone of protected natural landscape. The style and architectural solutions must correspond to the historical types and forms that existed in Sevastopol.
The draft resolution also cancels 11 resolutions on the approval of zones for the protection of historical and cultural monuments, adopted earlier. Now they will be taken into account in the joint protection zone. This is necessary to optimize the regulation of urban planning activities in the city center— Irina Maslikova notes.
A separate resolution at a meeting of the Government of Sevastopol approved the boundaries of the protection zone of the Fraternal cemetery of soldiers of the 315th Infantry Division in Orlovka.
In relation to the developed project of the protection zone, a state historical and cultural expertise and public discussions were held. The project proposes to establish two types of protection zone — a security zone and a zone for regulating development and economic activity. On the territory of both zones, landscaping, installation of small architectural forms, repair, reconstruction of engineering networks for outdoor lighting, roads and transport infrastructure facilities, maintenance and repair of roads, — says the head of the department for the protection of cultural heritage.
On the territory of the protected zone near the monument, the construction of capital construction facilities is prohibited. On the territory of the zone of regulation of development and economic activity, the construction of capital construction facilities and temporary buildings up to 7 meters is allowed, provided that natural finishing materials are used in the decoration of facades and the use of neutral color schemes.
The drafts of the adopted resolutions have passed the state historical and cultural expertise, public discussions and have been agreed with the relevant executive bodies of state power.
