CrimeaPRESS reports:
In Sevastopol, the investigation of a criminal case on fraud in the field of housing construction, committed on an especially large scale, has been completed.
It has been established that the 42-year-old defendant, under the pretext of selling residential premises in houses under construction, stole more than 8.5 million rubles from nine residents of Sevastopol and Crimea. For the successful implementation of the criminal scheme, the swindler found three land plots, concluded fictitious sales and lease agreements with their owners, in order to subsequently use them to deceive his clients , — said the Ministry of Internal Affairs for the city of Sevastopol.
To attract victims and mislead them, the fraudster placed ads on the Internet and outdoor advertising in the territory of Sevastopol, rented four office premises, and hired workers who were not aware of the criminal intent of their employer.
Moreover, in order to create the appearance of legal activity, the man organized the initial stage of the construction of apartment buildings, the development and production of draft designs and plans, looking for contractors and individuals carrying out construction work for this.
The victims, being sure that they were dealing with a conscientious developer, concluded contracts with him and transferred funds as payment for the housing they purchased. Knowing in advance that he would not fulfill his obligations, the accused stole money and spent it on the further implementation of the fraudulent scheme and his needs , the police noted.
During the preliminary investigation, the defendant’s bank accounts and real estate were seized for a total amount of more than million rubles.
Criminal case under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (“Fraud committed by an organized group or on an especially large scale or resulting in the deprivation of a citizen’s right to housing”) will be sent to court.
