In Sevastopol, the ex-chairman of an agricultural cooperative stole 30 million rubles of state subsidies. Convicted

The Sevastopol City Court, taking into account the position of the prosecutor’s office of the city of Sevastopol, upheld the verdict of the court of first instance against the former chairman of the agricultural cooperative.

Earlier, in April 2024, he was convicted by the Leninsky District Court of Sevastopol under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by a person using his official position, on an especially large scale).

It was established that in December 2018, the man, being the chairman of the agricultural cooperative «Krymmoreprodukt», signed a fictitious agreement to purchase from himself as an individual entrepreneur a workshop for processing cereals, which he did not actually intend to execute. Based on this forged document, he received a subsidy in the amount of 15 million rubles as part of grant support under the state program “Development of the agricultural, fishery and agro-industrial complexes of the city of Sevastopol for 2017 – 2022.” In July 2019, he, being a member of the agricultural cooperative “Sevastopol Agroholding”, without the knowledge of its chairman, signed on his behalf contracts for the supply of goods and the construction of a building with himself as an individual entrepreneur. Subsequently, using a flash drive with a digital signature of the chairman, the attacker provided forged documents to the Federal Treasury Department of Sevastopol. Thus, he received another 15 million rubles into his bank account, allocated to the cooperative as a subsidy under the same program,” reported the press service of the Sevastopol prosecutor’s office.

The total damage to the state amounted to 30 million rubles.

A criminal case was initiated based on materials from the prosecutor’s investigation.

The investigation was carried out by the investigative department for the Balaklava district of the city of Sevastopol of the Main Investigative Directorate of the Investigative Committee of Russia for the Republic of Crimea and the city of Sevastopol.

The court of first instance sentenced the perpetrator to 4.5 years of imprisonment in a general regime correctional colony and a fine of 150 thousand rubles.

The court also satisfied the civil claim of the prosecutor of the Balaklava district of Sevastopol to recover 14.7 million rubles from the convicted person in favor of the city Department of Agriculture. The remainder of the damage was recovered by the Department through arbitration proceedings.

The defendant’s defenders did not agree with the verdict. The lawyers insisted on mitigating the punishment, but the Sevastopol City Court, taking into account the opinion of the prosecutor’s office about the legality and validity of the court decision, refused to satisfy the appeals.

The court’s verdict entered into legal force.
