The main characteristics of the Sevastopol budget for 2024 and for the planning period of 2025 and 2026 have been determined. The corresponding resolution was adopted on October 30 at a meeting of the Government of Sevastopol chaired by Governor Mikhail Razvozhaev.
The total volume of city budget revenues for 2024 is planned at 61.4 billion rubles, budget expenses will amount to 64.7 billion rubles. The estimated city budget deficit in 2024 will be 3.3 billion rubles. The budget remains socially oriented. The draft budget for 2024 provides about 45% of the funds — 28.9 billion rubles — for financial support of the socio-cultural sector of education, healthcare, culture, physical culture and sports, social protection of the population. It is planned to allocate more than 43% of budget funds in the amount of 27.9 billion rubles to the national economy and housing and communal services. RUB 7.9 billion is planned for other industries. — 12% of budget funds— note the press service of the Government of Sevastopol.
Traditionally, a significant share in current expenses is made up of socially significant expenses: social payments to citizens — benefits, compensation, provision of benefits and subsidies to certain categories of the population, expenses for compulsory health insurance. In 2024, more than 25 billion rubles are planned for these expenses. — almost 40% of all expenses. At the same time, compared to the original budget for 2023, the increase is about 6%.
A significant part of socially significant expenses is occupied by social support measures for certain categories of citizens living in Sevastopol. 5.4 billion rubles are planned for social payments in 2024. Also, as a measure of social support, the cost of paying insurance premiums for compulsory medical insurance of the city’s non-working population for 2024 in the amount of 2.6 billion rubles was taken into account.
The key direction of implementation of the Development Strategy of the city of Sevastopol is to bring the state of material and technical support of state social institutions and urban infrastructure to the average for the Russian Federation. To achieve these goals, capital expenditures for 2024 were formed in the amount of 25.3 billion rubles.
The draft budget has been submitted to the Legislative Assembly, where a more substantive study of the document will be continued, including at public hearings.
