In Sevastopol, the main work on the city master plan has been completed

Specialists from the State Autonomous Institution “Moscow General Plan Institute” have completed the main work on the general plan of Sevastopol. They presented the results of their developments at a meeting of the town planning council chaired by Governor Mikhail Razvozhaev.

According to Nikolai Kikava, deputy director of the State Autonomous Institution “Moscow General Plan Institute”, the institution’s employees worked on the document for more than a year. They repeatedly came to Sevastopol, studied demographic forecasts, conducted “field” transport research, identified the main pain points in the development of the city and ways to resolve issues. The final document is aimed at strengthening the region’s economy and the influx of specialists, the expert emphasized.

It is impossible to renew the economy and give it a new impetus without urban development. The main thing that cities and regions of our country are now fighting for is human capital: this is precisely the resource that leads to prosperity and an increase in the level of prosperity of the population. To ensure the growth of socio-economic security and well-being of the population, it is necessary to formulate such urban planning solutions that would create the most comfortable conditions that are attractive to young, active, highly qualified personnel. Each new job means additional flows into the tax system. By simultaneously improving the settlement system and the sectoral structure of the economy, we can significantly improve the economic picture– quotes the press service of the Government of Sevastopol Nikolai Kikav.

The new general plan of the city includes 11 volumes, consisting of the approved part and justification materials. When developing the document, the State Autonomous Institution “Institute of General Plan of Moscow” used a demographic forecast, according to which by 2046 the population will be about 800 thousand people. The most convenient approach of the State Institution “Institute of General Plan of Moscow” was the polycentric development of the city with public centers in new development areas, especially on the North side.

The authors of the document identified six economically promising areas: ensuring military security, agriculture and fishing, technology development, applied science and tourism. Based on this, territories for integrated development, priority investment projects were identified, a planning structure was drawn up, and functional zones were identified. The document presents models for the development of transport, engineering, social infrastructure and the natural complex. Particular attention is paid to agricultural lands, issues of development of Fiolent and other territories of SNT.

According to the head of the city, Mikhail Razvozhaev, the next stage of work on the general plan will be the creation of a special working group, which will include experts, deputies and representatives of municipalities.

The first presentation of the master plan was held at the town planning council, allowing us to get an idea of ​​the scale of the work done and the main directions of development. A working group will conduct a more in-depth review of the document. After a series of discussions, changes may be made to the general plan, and approximately December 15, public discussions will begin that will last until the end of January: the exhibitions will be presented in district administrations and posted on the Internet. At the same time, the general plan will be coordinated with federal executive authorities. All proposals will be considered by the working group and will be given an expert assessment. It is expected that the master plan will be approved at the session of the Legislative Assembly in the spring-summer of 2024, – notes the governor.

Chairman of the Legislative Assembly, member of the town planning council Vladimir Nemtsev noted that the authors of the project carried out large-scale work and comprehensively studied all spheres of city life.

The development team did a great job. The material has been thoroughly studied, the situation in all areas has been analyzed — transport and engineering infrastructure, the state of industry, and prospects for the development of the region have been presented. Each section of the presented document deserves special attention and detailed study, so I propose to involve deputies of relevant committees and commissions in the review. Now the Legislature is dealing with the budget, and we need to attract new investment into the city to fill the revenue side, increase productivity — and this is directly related to the master plan, — says Vladimir Nemtsev.

The start of public discussions on the draft master plan for Sevastopol will be announced additionally.

The subject of approval of the general plan is the planned placement of objects of regional importance in the field of social, transport, engineering infrastructure, landscaping, and production sites.
