In Sevastopol, the procedure for concluding social rent agreements for residents of former dormitories has been approved

The government of Sevastopol approved the procedure for concluding social rental agreements in relation to residential premises located in buildings owned by state-owned enterprises and institutions, used as dormitories and transferred to the ownership of the city. The corresponding decision was made on October 16 at a government meeting chaired by Governor Mikhail Razvozhaev.

Currently, the city owns 3,997 residential premises located in former dormitory buildings. These are 62 houses built in the 1950s-80s; Previously, they were on the balance sheet of educational institutions and enterprises, but in the 1990s and 2000s the buildings were transferred to the city — the balance holders did not have the funds to maintain them.

From November 2014 to May 2019, 403 social rental agreements were concluded in Sevastopol for residential premises in former dormitory buildings. However, since June 2019, the conclusion of contracts ceased: the capital construction department did not have the authority to dispose of these premises. City residents had to resolve this issue in court.

The new procedure makes it possible to continue the practice of concluding social rental agreements with people living in former dormitories to whom the premises were transferred before March 18, 2014. This is expected to reduce social tensions.

For a long time, people living in former dormitories were deprived of the opportunity to enter into social tenancy agreements; The city developed a judicial practice that people used to legitimize their rights. Now we have determined the order of how we can implement this. The conditions will be similar to residential lease agreements; the entire fee collection procedure will be carried out through the Department of Property and Land Relations, — said the acting. Director of the Capital Construction Department Ivan Pogodin.

The procedure stipulates that in order to conclude an agreement, residents will need to submit documents confirming the right to use the residential premises, as well as documents confirming the presence or absence of debt on utility bills and fees for the maintenance of the residential premises.

According to Mikhail Razvozhaev, the new order, among other things, will allow people to privatize the premises in which they live. To do this, the head of the city emphasized, it will be necessary to change the status of these premises.

If people who live in former dormitories have not previously used the right of privatization, they will have this opportunity after concluding a social tenancy agreement. But for this we need the next step — we will have to change the status of the premises. That is, the buildings will need to be converted into housing stocksays Mikhail Razvozhaev.

The governor instructed the relevant departments to prepare the relevant regulations.
