In Sevastopol, the Public Council has become a platform for dialogue between the business environment and the region’s tax service

At an extended meeting of the Public Council under the Federal Tax Service of Russia for the city of Sevastopol, innovations in tax legislation and the advantages of digitalization of document flow were discussed.
The event was attended by business representatives, including leaders of public associations of city entrepreneurs, Commissioner for the Protection of the Rights of Entrepreneurs Ilya Pesternikov and other interested parties.
Opening the meeting, Chairman of the Public Council Pavel Lebedev noted that the format of the extended meeting was due to the entry into force of changes to the Tax Code, which significantly change tax rules, especially for representatives of small and medium-sized businesses. In order for entrepreneurs to have time to adapt the financial model of their business and make the right management decisions, it is necessary to study the innovations in detail now.
The head of the Federal Tax Service of Russia for the city of Sevastopol, Alexey Mogila, familiarized those gathered with the results of the work and emphasized that Sevastopol occupies a worthy position in terms of revenue dynamics. Over the 8 months of this year, about 35 billion rubles have been mobilized into the budget system of the Russian Federation in the region. The revenue growth rate is more than 23% and corresponds to the Russian average.
During the event, specialists from the regional tax service spoke about the main changes to tax legislation, among which they paid special attention to the key innovations of the simplified tax system, the peculiarities of paying VAT, the conditions for obtaining a tax amnesty for “business fragmentation”, the use of a progressive tax scale for personal income tax and the payment of insurance premiums.
Of particular interest to the meeting participants were issues related to tax amnesty and business division schemes. Tax service specialists focused on the signs of illegal business fragmentation and spoke about the conditions for applying a tax amnesty for entrepreneurs who voluntarily abandoned tax minimization schemes.
Discussion of business division criteria is extremely important for choosing a business strategy. It is important to understand in which case the optimization of business processes becomes a tax offense— noted the Chairman of the Public Council Pavel Lebedev.
The focus was also on the upcoming changes related to the payment of value added tax. Tax service specialists said that from January 1, 2025, businessmen using the simplified taxation system, upon reaching an income of over 60 million rubles, become payers of value added tax. In this case, you can choose either to apply the general procedure for calculating and paying VAT — at a rate of 20% (10% for certain types of goods and services), or to apply reduced rates. The VAT rate depends on the amount of income received and is 5% if income is received up to 250 million rubles or 7% until the amount of income exceeds 450 million rubles.
During the meeting, participants discussed the digitalization of tax processes and the advantages of electronic document management when interacting with the tax service and directly between entities. Deputy Chairman of the Public Council under the Federal Tax Service of Russia for the city of Sevastopol, Dmitry Garkusha, who is one of the representatives of EDI in the region, spoke on the topic of the practical application of electronic document management. He noted that thanks to a properly configured process, entrepreneurs can effectively cope with the flow of documents and reporting, ensuring the accuracy and reliability of data, minimizing risks and increasing the efficiency of business processes.
Head of the Department Alexey Mogila noted that more and more communication processes with regulatory government agencies are being transferred to digital form, and this trend is gaining momentum every year. The main goal of all changes is to make business-government interaction simpler. The process of providing invoices electronically is inextricably linked with the optimization of document flow and significantly facilitates processes within the company, making them more efficient and economical.
Summing up the meeting, Chairman of the Public Council Pavel Lebedev noted:
Knowledge of new rules and readiness to apply them are key factors for successful business in the future. It is pleasant to note that today the Public Council is an effective platform for dialogue between the business community and the regional tax service.
