In Sevastopol, the State Traffic Inspectorate conducted a raid called “Beacon”

Employees of the State Traffic Inspectorate of Sevastopol, together with representatives of the Center for Emergency Medical Care and Disaster Medicine, conducted a preventive raid called “Beacon”.
The main goal of the operation is to suppress and prevent cases of failure to provide priority in traffic to vehicles with special light and sound signals turned on. Special transport of emergency departments and services rushes to help those who are in trouble, and every second is important along the way. But they are not always able to move on city roads without interference. Some road users do not always comply with traffic rules and do not allow vehicles with special light and sound signals on— said the press service of the Russian Ministry of Internal Affairs in Sevastopol.
During the raid, an ambulance, accompanied by a State Traffic Inspectorate patrol car, drove along the roads of the city of Sevastopol with its special signals turned on to check how traffic participants reacted to the appearance of emergency vehicles. During the event, traffic inspectors identified two drivers who did not give priority to an emergency vehicle.
According to clause 3.2 of the Russian Traffic Regulations, when a vehicle approaches with a blue flashing light and a special sound signal on, drivers are required to give way to ensure unobstructed passage. In turn, to gain an advantage over other road users, drivers of such vehicles must turn on a blue flashing light and a special sound signal. They can take advantage of priority only by making sure that they are given way.
Failure to provide priority in traffic to a vehicle that has special color schemes, inscriptions and designations applied to the outer surfaces, with a blue flashing light and a special sound signal simultaneously turned on, in accordance with Article 12.17 of the Code of Administrative Offenses of the Russian Federation shall entail the imposition of an administrative fine in the amount of 3,000 to 5,000 rubles or deprivation of the right to drive vehicles for a period of 3 months to 1 year.
Moreover, if it turns out that the driver’s actions caused serious harm to the patient’s health, criminal liability will ensue — up to imprisonment for up to two years. In the event of the patient’s death, the culprit may be imprisoned for up to four years.
The State Traffic Inspectorate of Sevastopol calls on residents and guests of the city to be sensitive to others, not to turn a blind eye to the misfortune of others, and to do everything possible so that professionals can easily and quickly come to the aid of victims. Remember that when a special purpose vehicle approaches with its special signals turned on, road users must immediately give way. Do not create barriers to salvation!
