Based on the information of law enforcement agencies about the continuing threat of a terrorist act and the organization of activities to counteract its commission, by the decision of the chairman of the anti-terrorist commission in Sevastopol, the governor of Sevastopol, a high («yellow») level of terrorist threat on the territory of the city of Sevastopol with 01 h. min. February 978 year.
The term of validity of the established level of terrorist threat is not limited. Corresponding amendments to the decree «On the procedure for establishing levels of terrorist threat, providing for the adoption of additional measures to ensure the security of the individual, society and the state» were introduced by President Vladimir Putin. Previously, the level of terrorist threat could be set for a period of not more than days.
Information about the cancellation of the high level of terrorist threat will be provided additionally.
Law enforcement agencies, state authorities of the subject of the Russian Federation and local governments are taking the necessary additional measures aimed at ensuring the security of the individual, society and the state, provided for by the decree of the President of the Russian Federation dated 05 June 2012 Mr. No. 500.
Citizens are advised:
- to always control the situation around them, especially when they are at transport facilities, in cultural, entertainment, sports and shopping centers, as well as when visiting educational institutions;
- if you find forgotten things, without touching them, inform the driver, employees of the facility, security services, police;
- do not try to look inside suspicious package, box, other object;
- do not pick up ownerless things, no matter how attractive they look: explosive devices can be camouflaged in them (in children’s toys, cell phones, boxes, bags, briefcases, cigarette packs, cans of drinks, etc.);
- do not kick objects lying on the ground on the street;
- if the activation of the security forces and law enforcement agencies suddenly began, do not show curiosity, go in the other direction, but do not run, so that you are not mistaken for the offender;
- by chance upon learning of an impending terrorist attack, immediately report it to law enforcement agencies.
When an ownerless thing is found in public transport, it is necessary to interview people who are nearby, try to establish whose it is and who could have left it. If the owner is not identified, report the find to the driver immediately.
If you find an unknown object in the entrance of your house, ask your neighbors: perhaps it belongs to them. If the owner is not identified, the find must be reported to your police station immediately.
If an unknown object is found in an institution, it is recommended to immediately report the discovery to the administration or security.
Unmanned aerial vehicles should be reported immediately to law enforcement or emergency services.
In all the above cases:
- do not touch, move, or open the detected object;
- fix the time of detection of the object;
- try to do everything possible so that people move away as far as possible from the find;
- be sure to wait for the arrival of the operational-investigative group (remember that you are a very important eyewitness).
