The size of the certificate is calculated based on the indicator of 33 sq.m., multiplied by an indicator of the average cost of sq.m. on the territory of the subject of the Russian Federation. In Sevastopol in 2025, this indicator is 156,143 rubles.

Thus, the amount of social payment by certificate will be 5,152,719 rubles.

Such a right is granted if there is a set of the following circumstances:

— achievement by the applicant of the age of 23 years;
— the presence of continuous income for at least 12 months not lower than 22,440 rubles per month (minimum wage), which provides the applicant and his family with an average per capita income exceeding the cost of living.

And in the absence of the applicant:

— tax debts and fees;
— mental illness or disorders, alcoholic or drug addiction;
— a criminal record or the fact of his criminal prosecution for a deliberate crime;
— circumstances indicating the need to assist in overcoming a difficult life situation.
