The director of the Andreevsky Palace of Culture in the city of Sevastopol appeared in court on charges of abuse of power and damage to the summer stage of Primorsky Boulevard (“Shells”). This was reported by the regional department of the Investigative Committee.

It seems that the epic with the overhaul of “Shell” ended at the end of December 2021, and the investigation was ongoing. And the point is not even that the repair was “wrong”, but that you need to be careful with objects of cultural heritage… One way or another, the director of the State Budgetary Institution of Culture of the city of Sevastopol “Andreevsky Palace of Culture” was found guilty of exceeding official authority causing serious harm consequences, damage and destruction of cultural heritage objects (clause “c” of Part 3 of Article 286, Part 1 of Article 243 of the Criminal Code of the Russian Federation).

The investigator for especially important cases and the court established that in 2020 the accused, knowing that the work as part of the major renovation of the Primorsky Boulevard stage building “Rakushka” was not approved by Sevnasledie, illegally entered into an agreement with the contractor. Without properly executed and agreed project documentation, work worth more than 21 million rubles was unreasonably carried out, which was paid in full from the city budget. Thus, an equipment booth and an amphitheater were erected on the site, and racks for equipment were installed. In September 2020, repair work was suspended due to the fact that the construction of these buildings contradicted the requirements of the legislation on the protection of cultural heritage sites and led to a violation of the original appearance of the boulevard— reported in Sledkom.

It was not limited to just one new booth. It turned out that during the overhaul, elements of a cultural heritage site of regional significance “Primorsky Boulevard — a complex monument of history, architecture and landscape art”, which is included in the Unified State Register of Cultural Heritage Objects (historical and cultural monuments) of the peoples of the Russian Federation, were damaged and destroyed .

In order to eliminate these violations, based on the order of the governor of the city of Sevastopol, a state contract was concluded to carry out dismantling work of the amphitheater of the auditorium of the building of the summer stage «Rakushka» worth more than 3 million rubles. Thus, by his actions, the accused caused significant material damage to the city budget totaling over 25.5 million rubles,” the Sledkom clarified.

The violations were revealed during activities carried out by the prosecutor’s office of the city of Sevastopol and the Federal Security Service of Russia for the Republic of Crimea and the city of Sevastopol.

On the eve of the court verdict, the accused was found guilty of the incriminated acts. He was sentenced to three years of suspended imprisonment with a similar probationary period, deprivation of the right to hold certain positions in state bodies and local governments for a period of two years and recovery in favor of the government of Sevastopol for damages in excess of 25.5 million rubles caused city ​​budget as a result of criminal actions.
