In Sevastopol they intend to build a veterinary hospital with an infectious diseases diagnostic laboratory

CrimeaPRESS reports:

At a meeting of the Architectural and Artistic Council chaired by Governor Mikhail Razvozhaev, a project for the construction of a veterinary hospital with an infectious diseases diagnostic laboratory was considered. The project developer was the limited liability company Teplostroyservis. The report at the meeting was presented by Elena Polozova. The development of the project was carried out within the framework of the state program “Development of the state veterinary service and ensuring epizootic and veterinary-sanitary well-being of the city of Sevastopol” approved by the Government of Sevastopol. The design area is located on the Eastern slope of Streletskaya Balka in an industrial zone.

Such a clinic has never been built anywhere else; it’s a very beautiful project. Professional work, but since the object is budget, you need to consider modest options, budget design is necessary,” the press service of the Government of Sevastopol quotes the city governor, Mikhail Razvozhaev.

According to Sevnaslediye, the design area is located within the boundaries of the territory of cultural heritage sites of federal significance “The noteworthy place is the ancient city of Chersonesos Tauride, the fortresses of Chembalo and Kalamita.” As a result, certain requirements have been established, including restrictions on the height of the building, the length of the facade and the color finish.

As a result of research in this area, an archaeological heritage site was identified, a section of the boundary wall of the ancient block number 153, located in the southwestern part of the territory. Thus, in accordance with Article 45.1 of the Federal Law on Objects of Cultural Heritage, before the start of land work, it is necessary to conduct archaeological excavations with the complete or partial removal of archaeological objects. According to the results of dendrological studies, Red Book specimens of plants were also identified in the territory: Pitsunda pine — one specimen, blunt-leaved pistachio — three specimensnotes Elena Polozova.

The site is conventionally divided into three zones: in the central zone there are the main volumes of the laboratory clinic, along the perimeter there are technical and service structures, including security zones of internal structures and a quiet rest area for workers and visitors to the area.

The landing of the building is due to the complexity of the terrain with a height difference of up to 11 meters, in connection with this it was decided to locate the main buildings of the clinic along the horizontal line of the central part of the site. This arrangement makes it possible to reduce the sanitary protection zone and provide a standard fire passage with a normal slope, — explains the speaker.

The project provides for landscaping of the territory: landscaping of the site, organization of sidewalks, roadways, creation of parking pockets, installation of lamp posts with laconic lamps, benches.

It is planned to use a ventilation façade system with compositional additions. The architectural and artistic appearance is formed from simple, laconic forms using natural textures that imitate limestone. The façade is conventionally divided into three horizontally separated architectural parts— said Elena Polozova.

The designer proposed two color options for the facade. The first involves light shades with terracotta accents, the second option is a calmer design using white and gray colors. There is also a decorated panel depicting logos and names of the organization, stylized as DNA.

We are revising the cost of the property to reduce it. We are going through the examination process and next year we will ask for funding. There are no funds available at the moment. The priority is to complete what we are building and at the same time deal with design documentation, says I. O. Deputy Governor Pavel Ieno.

The members of the commission adopted the project unanimously; the wish was to consider budget design and preserve the decorated panels and terracotta color in the design of the building.
