According to Vodokanal, the sewer pipes belong to the housing and maintenance unit of the Ministry of Defense. Evgeny Gorlov reported that the case is problematic, since the plot on which the house was built is located on an infrastructure facility — this entails additional proceedings. The governor instructed him to study how the city could help the owners of a flooded home.
