From March 31 to April 1, the Coordinating and Methodological Council (CMC) of the notary chambers of the Northwestern Federal District was held in the capital of the Komi Republic, within the framework of which important legislative innovations and topical issues of law enforcement practice were discussed. The event was attended by members of the notary chambers of the Northwestern Federal District, representatives of the Federal Notary Chamber, as well as delegations from different regions of the country: the Moscow City Notary Chamber, notary chambers of the city of Sevastopol, the Republic of Crimea, Moscow, Bryansk, Belgorod, Tambov, Ivanovo and Tver regions.

On behalf of the Notary Chamber of the city of Sevastopol, the President of the Chamber Olga Kalenkovich and notaries Anna Markusik and Vladimir Mukatin took part in the CCM.

Ivan Loginovskikh, Head of the Office of the Ministry of Justice of the Russian Federation for the Republic of Komi, spoke at the opening of the CCM meeting. He drew attention to the high level of preparation of the program and the practical importance of the CCM. Minister of Justice of the Republic of Komi Alexei Ostashov, in turn, noted the effective interaction between the department and notaries, expressed confidence that holding such events contributes to the further development of notaries. Galina Malysheva, President of the Notary Chamber of the Republic of Komi, greeted the CCM participants and wished them fruitful work. Member of the Board of the FNP, President of the Chamber of Notaries of St. Petersburg Maria Terekhova in her speech emphasized the importance of the work of the methodological sector of the notary in connection with the dynamically changing legislation.

Zhanna Remeslo, President of the Notary Chamber of the Kaliningrad Region, chaired the CMC. The topics of a number of reports were changes in legislative norms. So, for example, from March 1, the legislator limited access to owner data in the Unified State Register of Real Estate. Now third parties can receive them only with the consent of the owner of the object or at the request of a notary. Anna Tavolzhanskaya, a member of the Methodological Council of the Notary Chamber of St. Petersburg, a notary, spoke about the limits of the verification activities of a notary when performing a notarial act to certify the fact of the availability of information in the USRN.

Oleg Rzyanin, notary of the Lyubertsy notary district of the Moscow region, spoke about the application of the new rules of notarial office work, which came into force on January 11 this year. Maria Osipova, deputy head of the legal department of the FNP, and Natalya Ilyina, notary of the Stupino notary district of the Moscow region, spoke about the peculiarities of the formation of the notarial archive.

Elena Ulyanova, Vice-President of the Notarial Chamber of St. Petersburg, member of the FNP Commission on methodological work, was devoted to the peculiarities of the institution of trust management of hereditary property. Two topics were immediately touched upon by the head of the Department of Notaries of St. Petersburg State University, a member of the Scientific Advisory Board of the FNP, Ph.D. n. Natalia Rasskazova, speaking online. An expert in the field of civil law and notaries spoke about the peculiarities of marriage contracts and joint wills of spouses.

The speakers of the CCM also answered questions from representatives of the notary chambers of the North-Western Federal District of the Russian Federation.
