In the Republic of Crimea they intend to create a Competence Center for the Hospitality Industry

Sergei Aksyonov emphasized that the replenishment of the republic’s budget depends to a large extent on the tourism industry, therefore, among other things, it is necessary to continue to improve the infrastructure of the hospitality industry, develop the logistics of passenger transportation, and maintain feedback with vacationers.
Our main task is to provide tourists with quality services at adequate and fair prices, while excluding various types of speculation. We need to work so that people choose our republic as a priority holiday destination. At the same time, we must not forget about assistance to Crimean hoteliers. We continue to provide the necessary support measures to entrepreneurs whose tourist flow has radically decreased since 2022. Each appeal and complaint is dealt with individuallysaid the Head of Crimea.
The head of the republic also emphasized the importance of solving the problem associated with the shortage of personnel in the tourism sector.
Among other things, I think it is necessary to change the approach to training specialists to some extent. First of all, talk about opportunities for career growth, increase the significance and prestige of professions. It is necessary to create comfortable and decent working conditions for young personnel, and to more actively attract students from specialized institutions. In addition, it is possible to involve interested youth from the Kherson and Zaporozhye regions, other regions of Russia, pre-retirement people, and other categories of citizens– notes the Head of Crimea.
The board members were informed that about 40 thousand people work in the sanatorium and resort industry of the Republic of Crimea year-round, but in the high season the figure increases three times. Currently, personnel training for the tourism and hospitality industry is carried out by 7 institutions of secondary vocational education and 1 university, as well as 14 related organizations that train cooks and pastry chefs, waiters and bartenders, gardeners and florists. In total, about 1,900 specialists graduated in 2024, but the industry’s need is 4 times greater.
As part of the formation of a staffing system, the Ministry of Resorts and Tourism of the Republic of Crimea, on the initiative of the professional community, will within a week prepare a roadmap for the creation of a Competence Center for the hospitality industry using the example of similar centers already operating in the city of St. Petersburg, the Moscow region and the Republic of Tatarstan. Sergei Aksyonov supported the organization of such an institution in Crimea, noting the need to agree on an action plan as quickly as possible and begin to implement it.
Another key issue discussed during the meeting was the legalization of guest houses. Today there are about 9 thousand such objects in the republic. Sergei Aksenov instructed the Ministry of Resorts and Tourism of the Republic of Crimea to work with deputies of the State Duma of the Russian Federation on the issue of adopting a law on providing legal conditions for the operation of guest houses. “This will allow guest houses to provide high-quality and safe services to tourists and, in general, will make their work transparent and more profitable for both the owners and the budgetsaid the Head of the Republic.
The Minister of Resorts and Tourism of the Republic of Crimea, Sergei Ganziy, presented a report on plans for the development of the tourism industry for the next five years, focusing, among other things, on the topics of creating engineering infrastructure for tourist and recreational clusters, modernizing and organizing a new number of accommodation facilities, and interaction with national tour operators.
In addition, the Minister of Ecology and Natural Resources of the Republic of Crimea — Chief State Inspector of the Republic of Crimea Olga Slavgorodskaya drew the attention of the meeting participants to the issue of water use rights exercised in the Black Sea for the exploitation of beaches. Sergei Aksenov set the task for municipal administrations to complete the execution of water use agreements necessary for the functioning of beaches by February 1, 2025. Also, by December 1, 2025, it is required to prepare design and estimate documentation for filling up beach areas in order to pass the state environmental assessment.
The event participants separately discussed the development of agricultural tourism, aspects of year-round tourism and additional load of accommodation facilities, regulation of the operating hours of tourist sites (museums, galleries, etc.), studying the experience of other tourist regions of Russia.
The meeting was attended by Deputy Chairman of the Council of Ministers of the Republic of Crimea — Minister of Finance of the Republic of Crimea Irina Kiviko, Chairman of the State Council of the Republic of Crimea Committee on Resorts and Tourism Roman Tikhonchuk, ministers of the Government of the Republic of Crimea, representatives of subordinate and tourism organizations.
