Preferential and family mortgage programs with state support are proposed to be extended to the secondary market in cities without new construction, they write. «News» with reference to the deputies of the State Duma who developed the proposal.
The authorities of the constituent entities will be able to choose settlements that are of particular importance for the region, and apply to the government of the Russian Federation so that in these cities it expands preferential and family mortgage programs to the secondary housing marketthe newspaper writes, citing a letter from a member of the State Duma Committee on Construction and Housing and Utilities, Alexander Yakubovsky, to the Ministry of Construction and DOM.RF.
The Ministry of Construction reported to the newspaper that as part of the execution of the presidential order to expand family mortgages for the purchase of secondary housing in rural areas, as well as settlements with a population of up to 250 thousand people, the department proposed to introduce a program only for those locations where there are no new buildings. An official instruction to extend the preferential mortgage program to secondary housing has not yet been received.
Earlier, the Ministry of Construction has repeatedly noted that the spread of mortgage programs with state support requires budgetary funds.
Anything can be launched, but funding sources must be identified. For example, regions where housing construction is slow, subsidize such mortgages for certain categories of citizens living there.— said the deputy head of the Ministry of Construction Nikita Stasishin in an interview «Interfax».
In turn, the head of the Ministry of Construction, Irek Fayzullin, reported that measures to support developers are working effectively in the country, but not everywhere.
More than 600 cities in our country out of 1117 have practically zero volume of housing commissioning. This is a serious problem.
