Indexation of payments, purchase of housing, creating a single registry — Crimean proposals to support doctors

For the period from 2015 to 2024, the participants of the Zemsky Doctor and Zemsky Phegsher programs became 613 health workers, more than 70% remain after 5 years of study, some participants even become the main doctors of hospitals.
Of the difficulties, literally all doctors note the absence of indexing the size of payments from the moment of the start of projects and the inability to purchase housing. Doctors are divided, if 10 years ago it was possible to buy an apartment right away, now the price increase does not make it possible to gain a foothold in a new place.
The Ministry of Health of Crimea, together with experts, NF proposed creating a unified register of participants in the country’s programs. Now the checks are carried out in manual call, but the creation of the registry will make these processes open and will allow rural residents to medical assistance in a timely manner.
These proposals have become part of the wide all -Russian monitoring of the implementation of zemstvo programs. The Popular Front, as part of the instructions of the President of Russia, Vladimir Putin, prepared a report on the programs “Zemsky Doctor”, “Zemsky Feldsher”, “Zemsky Teacher” and “Zemstvo Worker of Culture”. In the survey, more than two thousand people participating in zemstvo programs were accepted from all regions of the country.
It should be noted the high efficiency of zemstvo programs — 79% of the participants we responded confirmed that it was the payment that motivated them to move to rural areas. 85% — it would be recommended to others to participate in such programs. According to our estimates, the Zemstvo program closes the about a quarter of the total volume of vacancies. At the same time, according to our polls, 30% said that they did not plan to stay in their places after the program after five years, another 20% doubt— said Mikhail Kuznetsov, head of the executive committee of the Popular Front, at a meeting with government members.
About 60% of respondents called housing a key factor when making a decision on the program. However, the amount of compensation — 1 million rubles for doctors and 500 thousand rubles for paramedics — does not correspond to real prices for housing even in rural areas. Program participants note excess requirements for documents: the need for their notarial certification, long terms for consideration of applications, as well as a mandatory confrontation.
The study of the Popular Front also revealed that doctors participate in zemstvo programs without age-related restrictions, while teachers and cultural workers should be no older than 55 years old, which is why strong specialists are not able to enter the program.
