Initiative of the State Council of Crimea: an increase in fines for violation of the rules for the use of water bodies

Crimean parliamentarians approved the legislative initiative of the State Council of the Republic of Crimea to introduce the draft Federal Law “On Amendments to Article 8.13 of the Code of Administrative Offenses” to the State Duma of the Russian Federation.
The bill is aimed at increasing the sizes of fines for violation of the rules for the use and protection of water bodies.
One of the factors affecting the quality of drinking water in the Crimea is the discharge of sewage sewage sewer citizens into water bodies used as sources of drinking and household water use. The protection of water bodies from pollution, clogging and exhaustion is one of the primary tasks of state policy. However, administrative fines for citizens for violating the rules for the protection of water bodies are not serious punishment. The maximum penalty for citizens for violation of the water protection regime on water collection of water bodies, which can lead to pollution of these objects or other harmful phenomena, is only from five hundred to one thousand rubles, and for violation of the requirements for the protection of water bodies, which may entail their pollution, clogging or clogging or Exclamation is only one thousand five hundred to two thousand rubles. In such conditions, unscrupulous citizens, committing these offenses, pay a fine and continue to violate the rules for the protection of water bodies.
It is proposed to increase the amount of fines:
- For violation of the water protection regime in water collection of water bodies, which may lead to pollution of these objects or other harmful phenomena, from 1,500 rubles to 2000 rubles (to date, the size of the fine is from 500 to 1000 rubles);
- For violation of the requirements for the protection of water bodies, which can lead to their pollution, clogging and (or) exhaustion, from 2500 rubles to 3,000 rubles (today the size of the fine is from 1,500 to 2000 rubles).
This legislative initiative will be sent to the State Duma of the Russian Federation for further consideration.
