Investigation of a criminal case against a registrar who exceeded his authority has been completed in Crimea

The Main Investigation Department of the Russian Investigative Committee for the Republic of Crimea and the city of Sevastopol has completed the investigation of a criminal case against the chief consultant of the department of the State Committee for State Registration and Cadastre of the Republic of Crimea. He is accused of exceeding official powers with causing grave consequences (paragraph “c” of part 3 of article 286 of the Criminal Code of the Russian Federation).
The investigator of the Department for the Investigation of Particularly Important Cases established that in 2017 the accused illegally registered the ownership of land plots of 19.6 hectares in the Bakhchisaray district. The documents submitted to him by the interested person prevented such registration, however, the defendant did not conduct their legal examination, causing damage to the property of the Republic of Crimea, exceeding 47 million rubles— reported in the Sledkom.
During the investigation of the criminal case, the illegal registration was canceled, and the land plots were returned to the owner. The accused was chosen a measure of restraint in the form of a ban on certain actions.
The criminal activity of the registrar was revealed in cooperation with operational officers of the Federal Security Service of Russia for the Republic of Crimea and the city of Sevastopol, the UEBiPK of the Ministry of Internal Affairs of Russia for the Republic of Crimea.
At present, the investigation of the criminal case has been completed. The defendant did not admit guilt in the commission of crimes, however, it is confirmed by the testimony of witnesses, given during interrogations, materials of operational-search activities, protocols of examination of objects and documents, as well as other materials of the criminal case— clarified in the Investigative Committee.
The materials were sent to the prosecutor’s office for the purpose of studying, signing the indictment and sending the case to court.
