Investors who have large -scale construction projects will transfer 10% of the housing to the city

At a meeting of the Government of Sevastopol, chaired by Governor Mikhail Razvozhaev, a draft order was approved to approve changes to the Law of the City of Sevastopol No. 418-ZS “On establishing criteria… for the placement (implementation) of which it is allowed to provide a land plot… without holding a tender.”
The changes are aimed at increasing the socio-economic development of the city, more efficient use of land resources and providing housing for certain categories of citizens.
We need this in order to continue to solve the problem of providing for socially unprotected categories of citizens. We do not have many opportunities to provide such land plots, but where there is an opportunity, we need to create the most favorable conditions for the city in terms of obtaining apartments for provision and the ability to influence the configuration of these apartments and the necessary parameters so that they are immediately suitable for those categories that are in the queue– the press service of the Government of Sevastopol quotes the city governor Mikhail Razvozhaev.
As part of an agreement on the implementation of large-scale investment projects, the investor undertakes to build an apartment building (or houses) with a total residential area of at least 7 thousand square meters. m and transfer at least 10% of this area to the city free of charge to provide housing for certain categories of citizens.
Due to the limited urban land resources, the presence of zones with special conditions of use, difficult terrain and problems with emergency housing stock, it is proposed to provide land plots for large-scale investment projects without bidding. The provision of plots will be carried out by order of the governor and in the presence of an appropriate investment agreement,” notes Denis Profatilov, director of the economic development department.
In addition, the draft law proposes not to apply to such projects the requirements for separating stages of execution of the investment agreement and reclamation of the land plot in the event of failure by the investor to fulfill obligations. This was done to protect the rights of citizens who bought apartments in buildings being built as part of large-scale investment projects.
