Major command post exercises of the Ministry of Emergency Situations took place in Sevastopol

To save victims trapped by the metal structures of a car, to eliminate a fuel spill, to extinguish a fire, to warm up those trapped in a multi-kilometer traffic jam, to provide psychological assistance — all this is not a complete list of actions that employees of the Russian Ministry of Emergency Situations in Sevastopol performed during a two-day command post exercise.

At the first stage — November 21 — the personnel of the emergency department were brought to readiness. A drill review and briefing was carried out, and the warning system was checked. The second stage — practical — took place on November 22. The legend of the exercises was as follows:

• According to the plan of the exercise, the operational duty shift of the Crisis Management Center of the Main Directorate of the Ministry of Emergency Situations of Russia for the city of Sevastopol received a message that as a result of heavy fog, wind and ice on the A-291 highway in the area of ​​​​the 275th kilometer, a collision occurred with a fuel tanker transporting 11 tons of fuel, a passenger bus and 6 cars. 38 people were injured, including 5 children. Another 6 people, unfortunately, died.
• A traffic jam formed for 4 kilometers, with 247 cars containing 328 people.

Upon arrival at the scene, employees of the Russian Ministry of Emergency Situations immediately took measures to rescue people — 4 people were released from vehicles — and to extinguish the fire. The injured were handed over to ambulance crews. Employees of the Crimean branch of the Center for Emergency Psychological Assistance of the Ministry of Emergency Situations of Russia were involved in providing psychological support.

To eliminate the conditional emergency situation, the forces and means of the territorial subsystem of the city’s RSChS were also involved: representatives of relevant departments and agencies, employees of the Sevastopol Rescue Service, emergency medical services, police, utilities and other services in the region.

To shelter and warm people who were conditionally stuck in traffic jams, the Russian Ministry of Emergency Situations and the Government of Sevastopol deployed temporary accommodation centers for citizens, where they could receive hot food and drink, as well as rest.

During the exercise, firefighters also received additional introductions: a fuel spill occurred from a fuel tanker, the vehicles caught fire, and there was a threat of explosion. A foam attack was launched using a Purga-5 barrel.

At the same time, an operational headquarters was deployed, coordinating the activities of the forces and means of the Sevastopol territorial subsystem of the RSChS directly in the zone of a conditional emergency situation.

Over 250 people and 70 pieces of equipment were involved in the command and staff training. These are those who were involved in both the first stage of the command post exercises and the second stage. Over 100 people were involved in the practical part of the exercise. All forces and means of the RSChS region have shown their readiness to act as intended, – notes Deputy Head (for Anti-Crisis Management) of the Main Directorate of the Ministry of Emergency Situations of Russia for the city of Sevastopol Viktor Strelkov.

As a result of the professional and coordinated work of all involved departments and services, the consequences of the emergency situation were eliminated in the shortest possible time.
