Migrants may be banned from bringing their families to Russia while they work

Unskilled migrant workers are to be banned from bringing their families to Russia while they work. Such a bill was introduced to the State Duma by a group of LDPR deputies led by faction chairman Leonid Slutsky, as well as senators Elena Afanasyeva and Vadim Dengin. Leonid Slutsky explained in an interview why such a law is necessary, how to improve control over the movement of migrants, and why a code of rules for their conduct is needed «Parliamentary newspaper».

— Leonid Eduardovich, why did it become necessary to limit the right of labor migrants to bring their families to Russia?

— Residents of large cities are paying attention to this problem. Today, unemployed spouses and children of migrants can freely follow them to Russia, which creates an uncontrolled migration flow and increases tension in society. This problem is also raised at meetings with regional leaders; they are waiting for federal solutions. Our hotline receives hundreds of calls with complaints about the aggressive behavior of migrants who live in compact enclaves. Local residents are forced to walk around such areas with fear.

In addition, for every worker, they bring a dozen accompanying relatives, wives, children, parents. They take up places in kindergartens and schools. Many adults work illegally. The family is recognized as low-income and can apply for a number of payments, including maternity benefits, as well as child care.

In educational institutions, there are constant conflicts with children of migrants who do not know and do not recognize the rules of behavior in our society. Teachers refuse to teach classes with a large number of migrant children. As a result, the children of our citizens suffer.

A separate problem is migrant families who buy several apartments in one building. They do not pay for housing and communal services, and even by court order the bailiffs cannot seize anything to pay off the debt, since they have no other official property. As a result, other owners are forced to cover the payment out of their own pockets so as not to be left without water or heating.

— How do you propose to solve these problems?

— Our bill implies that the presence of an employment contract or patent for a labor migrant will no longer be a basis for members of his family to move with him to Russia. Thus, the initiative will affect low-skilled specialists who are in Russia only on the basis of an employment contract or patent, while not having other legal grounds for residence in the country, such as Russian citizenship. Exceptions will be made for family members of highly qualified foreign workers.

— When might the bill be considered?

— We will seek its consideration during the autumn session of the State Duma.

— What other initiatives in the area of ​​migration will the faction propose in the near future?

— We have been proposing for many years to systematically tighten migration policy. In order to put a barrier to illegal migration, in addition to finalizing legislation, it is necessary to strengthen interdepartmental work to control those labor resources that have already arrived in the country. Therefore, we propose creating a separate federal ministry to coordinate this work, so that there is always an understanding of who attracted the migrant to work, which company pays taxes for him and how resources are moved.

It is necessary to check the documents provided and, if violations are found, for example, when receiving a certificate of knowledge of the Russian language, to bring to criminal responsibility both the violator and the person who issued him the certificate.

The LDPR has developed a migrant code as a response to people’s complaints. This is a set of rules that newcomers should follow. The state of the economy requires new workers. However, migrants are «killing» the labor market for Russian citizens by dumping wages or agreeing to work in violation of rules and safety regulations.
