Ministry of Labor of Crimea: procedure for applying for compensation for victims of emergency situations

In connection with the decree of the Head of the Republic of Crimea dated November 29, 2023 No. 275-U “On a natural emergency of a regional nature” in the Republic of Crimea, citizens are provided with one-time cash payments in cases of emergencies of a natural and man-made nature (hereinafter referred to as emergencies) in terms of emergencies intermunicipal, regional and (or) federal in nature. The mechanism, types and conditions for the provision of payments are determined by Resolution of the Council of Ministers of the Republic of Crimea dated May 23, 2022 No. 367 “On approval of the Procedure and conditions for the appointment and payment of one-time cash payments to citizens in cases of emergencies of a natural and man-made nature.”
In accordance with these regulatory legal acts, citizens can receive the following types of payments:
- one-time financial assistance to citizens affected by natural and man-made emergenciesin the amount of 10 thousand rubles per person (due to lack of power supply for more than 24 hours continuously);
- financial assistance to citizens in connection with the loss of their essential property as a result of natural and man-made emergencies (based on the calculation for partially lost essential property — 50 thousand rubles per person, for completely lost essential property — 100 thousand rubles per person);
One-time material assistance and financial assistance are provided to citizens living in residential premises that fell into an emergency zone when a state of emergency is introduced.
You can apply for payments:
- in labor and social protection bodies of municipal administrations;
- in the “My Documents” centers;
- on the State Services portal.
When considering applications, confirmation of the facts of residence in a residential building located in an emergency zone, violation of living conditions, as well as loss of essential property is carried out by the Commissions of the local government body of municipalities in the Republic of Crimea with access to the applicant’s residence address. Based on the results, the Commission draws up a conclusion for one or more citizens living in the same residential premises.
The commission establishes the facts of residence based on the following criteria: the citizen is registered at the place of residence (stay) in the residential premises, there is a lease agreement, social rental of residential premises that fell into the emergency zone. In the absence of the above information, certificates from the place of work or study, certificates from medical organizations, documents confirming the provision of medical, educational, social services and postal services at the address of the residential premises that fell into the emergency zone can be used.
One-time financial assistance is paid upon confirmation of a violation of a citizen’s living conditions as a result of exposure to damaging factors from an emergency source (lack of power supply continuously for more than a day, which is confirmed by data received from the resource supply organization to the municipal administration).
Financial assistance to citizens is paid upon confirmation by the Commission of the loss of essential property as a result of flooding of residential premises.
Essential property is understood as a minimum set of non-food goods for general family use, including:
- items for storing and preparing food — refrigerator, gas stove (electric stove) and cupboard;
- pieces of furniture for eating — table and chair (stool);
- pieces of furniture for sleeping — bed (sofa);
- items of means of informing citizens — television (radio);
- items of water supply and heating equipment (in the absence of centralized water supply and heating) — a water supply pump, a water heater and a heating boiler.
The loss of at least 3 items of property located in different categories from the above is recognized as partial. Reducing all essential property in a residential area to an unusable condition is recognized as a complete loss of property.
