Money: How Families with Children Are Supported Today

The new school year is about to start. That’s why «Rossiyskaya Gazeta» decided to remind parents, as well as couples who are just planning to add to their family, what kind of assistance they can receive from the state within the framework of the national project “Demography” and regional programs.

Let us recall that in 2024, a single status of a large family was established, which is assigned indefinitely and does not require re-confirmation. If a family has three or more children, it is now a large family, regardless of the region where it lives. Parents receive a single-type certificate and can use special social support measures — federal and regional, until the eldest child turns 18 or 23 (if he or she continues to study full-time).

Maternity capital and benefits

The most popular support measure is still maternity capital. From February 1, 2024, its size is:

  • 630.4 thousand rubles at the birth of the first child;
  • RUB 833 thousand for the second child (or RUB 202.6 thousand if the certificate was received for the first child).

More payments for children:

  • Maternity benefit. A one-time payment due to a woman before going on maternity leave. The amount is calculated based on the number of days of maternity leave and the average salary for the previous two years. In 2024, it cannot be less than 91 thousand rubles. If the mother earns well, the benefit can be several hundred thousand rubles. The upper limit of the payment this year is 565 thousand rubles (last year 383 thousand rubles).
  • One-time payment at the birth of a child. Due to all families. From February 1, 2024, this is 24.6 thousand rubles.
  • Child care allowance up to 1.5 years. It can be received by both the father and one of the relatives who cares for the child after the end of the mother’s maternity leave. From January 1, 2024, the allowance can be received until the child is 1.5 years old, even if the parent decides to return to work full time before this date.
  • Single benefit for pregnant women and children under 17. This payment is intended for families with a low income. The benefit amount is 50, 75 or 100% of the subsistence minimum in the region, depending on the family’s income.

Family mortgage

The first stage of the program was launched in 2018, and today more than 1 million families have purchased apartments and houses with its help. Considering how important it is to support families with children in solving the housing issue, and also the fact that it is the lack of housing prospects for a family that often slows down the birth of children, the program was recently extended until 2030.

The following people can get a family mortgage:

  • parents raising at least one child under 6 years of age;
  • families with two children from small towns with a population of up to 50 thousand people;
  • families with two children from regions with low construction volumes;
  • families with a disabled child;
  • For parents of adopted children, the program conditions are the same as for biological parents. (In all cases, we are talking about minors).

Program conditions:

  • loan interest rate — up to 6% for the entire term of the agreement;
  • the initial payment is at least 20%, and can be fully or partially repaid with maternity capital;
  • when a child is born, you can refinance a mortgage that was taken out at a higher interest rate earlier, when there were no children yet. The main thing is that the housing meets the terms of the program;
  • the maximum loan amount for Moscow and St. Petersburg, Leningrad and Moscow regions is 12 million rubles, for other regions — 6 million rubles;
  • payment for large families. Families in which a third or subsequent child was born between January 1, 2019 and December 31, 2030, can apply for a payment of 450 thousand rubles for full or partial repayment of a mortgage. In the Far East — up to 1 million.

Social contract

The Social Contract program has become a support for families in difficult situations. It provides for an agreement with the state to receive financial support in the following areas:

  1. Job search.
  2. Starting your own business.
  3. Creation and management of a personal subsidiary farm.
  4. Help in difficult life situations.

The amount of support is calculated individually. It can be received one-time or in parts — monthly. According to the terms of the contract, the family must confirm that the funds were used for their intended purpose, in accordance with the terms of the contract. 60% of the program participants are families with children.

You can receive up to 30 thousand rubles for training in entrepreneurship and farming, up to 350 thousand rubles for starting your own business, and up to 200 thousand rubles for developing a subsidiary farm.

In the regions, federal measures are supplemented with their own. For example, this is regional maternity capital for the birth of a third and subsequent children. For example, in the Kaluga Region it is equal to 100 thousand rubles. In Mordovia, there is a step-by-step system: 130.1 thousand rubles, 156.2 thousand rubles and 195.2 thousand rubles for the birth of a third, fourth and fifth child. And in the Kaliningrad Region, an additional 345 thousand rubles are paid to student families. A one-time payment can be received by female students who gave birth to their first child during full-time education or within three years after graduation.

What other benefits are there for large families in the regions:

  • free land plot or compensation;
  • free meals for schoolchildren or their compensation;
  • compensation for travel on public transport;
  • discounts on housing and communal services;
  • free medicines (on doctor’s prescriptions) for children under 6 years of age;
  • priority enrollment in kindergarten;
  • free school uniform;
  • free admission to museums, parks, exhibitions;
  • reduction of transport tax;
  • free parking.
