More than 1,700 appeals from Sevastopol have been received by the Gosilnadzor since the beginning of the year

More than 1,700 appeals from citizens and legal entities have received the Main Directorate of State Housing Supervision since the beginning of 2025. Most of the calls-about 55%-enters the “Internet reception” on the official website of the Gosilnadzor. This is a convenient and quick way to report a problem.
For each of them, experts carried out work: analysis of the situation, exits to the place, took response measures aimed at improving the quality of management of apartment buildings and ensuring the proper state of housing.
Based on the appeals received, 110 control and supervision measures were carried out, during which 47 violations of mandatory requirements of housing legislation were identified, 35 orders were issued to eliminate the identified violations. Such work allows not only to increase the level of responsibility of managing organizations, but also to give Sevastopol residents a real tool for influence on the situation in their homes. It is important to note that the basis for conducting verification measures is only the official appeal of the citizen to the supervisory authority. Comments on social networks or oral complaints, unfortunately, cannot be the basis for starting verification,-quoted the press service of the Government of Sevastopol as the head of the supervisory administration of the Gusilnadzor Svetlana Kozak.
According to management inspectors, residents of the city are most often addressed on violation of the rules and norms of technical operation of the housing stock, improper provision of utilities, the sanitary condition of common house property, and the incorrect accrual of housing and communal services.
You can apply in the following ways:
- Personally in the office at: st. General Kolomiyts, 5, with the presentation of an identity document;
- Through the official website;
- Through GIS housing and communal services.
Appeals via the Internet provide for authorization through the public services portal. A personal reception takes place every third Thursday of the month, where you can sign up by phone: +7 (8692) 41-77-21.
In addition, every third Tuesday of the month, Gosilnadzor, holds public inspectors. These are accredited specialists who are not included in the staff of the inspection, but have the right to provide consulting assistance. They will help in the preparation of acts on non -presentation of utilities, organizing general meetings of owners and other practical issues.
After the applicant sends an official appeal, Gosilnadzor conducts his verification. If information about the violation is confirmed and there is a threat of harm to the values protected by law (for example, the health of citizens or property), a verification event is assigned.
The applicant is sent an answer indicating the unique number of the event, according to which he can track the results in the GIS housing and communal services system. If during the audit violations are identified, the inspector draws up a protocol on an administrative offense and issues an order to eliminate violations indicating the terms of execution. If the management company does not comply with the order on time, it is again held accountable. And if such a violation is repeated twice during the year, the house is excluded from the licensed register of this managing organization — that is, it no longer has the right to manage this house.
