In 2023, the Sevastopol Branch of the SFR issued 2,388 electronic certificates for technical means of rehabilitation (TSR) for a total amount of over 83 million rubles. 638 citizens with disabilities independently purchased more than 60 thousand products: hearing aids, wheelchairs, canes, crutches, walkers, daily care products and orthopedic shoes.
An electronic certificate is the most convenient way for federal beneficiaries and citizens injured at work to receive technical rehabilitation equipment. The certificate is linked to a bank card of the MIR payment system, after which the owner himself chooses and buys the product that is recommended for him in the individual rehabilitation program.
The practice of the Sevastopol Branch of the Financial Markets Service shows that obtaining TSR under a certificate is gaining popularity. If at the first stage the certificate allowed the purchase of only serial means of rehabilitation, then from June 2023 the list of TSR was supplemented with high-tech prosthetics— the press service quotes the manager of the regional branch of the Social Fund, Elena Gaivoronskaya.
Information about retail outlets that accept an electronic certificate for payment, as well as a list of technical means of rehabilitation, are posted in the electronic catalog of the Social Fund of Russia (ktsr.sfr.gov.ru). Now there are over 6.7 thousand rehabilitation products, as well as 609 supplier organizations and manufacturers of TSR.
To receive an electronic certificate, you must submit an application indicating the details of the Mir card at the client service of the SFR Branch in Sevastopol or electronically on the State Services portal.
The certificate is generated within 5 working days from the date of application. There is no requirement to submit reporting documents after purchasing a technical rehabilitation device. The necessary information will be sent to the regional Branch of the Social Fund automatically.
