More than eight thousand proposals for the draft rules of land use and development. How Sevastopol residents see the city

In Sevastopol summed up the results of public hearings on the draft rules for land use and development. More than eight thousand proposals and comments were received from city residents and legal entities, mainly owners of land plots and capital construction projects. Recall, from to 17 June in all districts of the city there were expositions of materials of the draft rules for land use and development, during which Sevastopol residents could get acquainted with the map of territorial zoning, get advice, and also make suggestions and comments. Meetings of participants in public hearings were held in all municipalities from 000 to 000 June.
According to the registration data, 1 725 residents took part in the meetings of the participants in the public hearings, in fact, taking into account the fact that not all visitors were registered, — more than 2 000. In total, based on the results of the meetings, 1 24 questionnaires with comments and suggestions were submitted. More 24 suggestions were made orally by the participants during the meetings. About 500 proposals were received from the owners of garden plots and chairmen of the SNT on Fiolent, in Kacha and Inkerman. The appeals concerned changing the type of permitted use of land plots — from a gardening zone to a zone of individual housing construction. Another 1 420 requests were received about changing the area of agricultural land to a residential area or a zone of recreational and resort facilities.
Regarding SNT, we agreed: for each appeal, it is necessary to make a commission exit and figure out the possibility of changing the status in terms of at least the minimum tasks related to the standard width of roads, driveways, and so on. It is clear that there are appeals that cannot be satisfied. But for others, especially collective ones, it is necessary to explain to people why this or that decision is being made, and to do this before the decision of the commission is published: with the departure or with the invitation of authorized persons to the meeting of the commission , the governor notes Mikhail Razvozhaev.
Also, the proposals of the residents concerned the change of territorial zones for individual housing construction. Similar appeals were received from residents of the Kachinsky district, SNT «Vega», whose land plots are located either within the forest boundaries or within the boundaries of the defense lands.
Maxim Zhukalov added that the map of zones with special conditions for the use of the territory, which is an obligatory part of the draft rules, caused a great resonance. In it, the developers reflected not only the zones included in the USRN, but also the regulatory ones.
Residents were explained that such zones are not established by the rules, and the list of restrictions on the use of land plots is determined by the regulations for each type of zone with special conditions. So, for example, TSN «Radar-S» received many requests for exclusion from the map of the regulatory sanitary protection zone of an industrial warehouse, while during a meeting in the Leninsky district, a problem was raised related to living within the boundaries of the territory of the residential complex «Dobrogorod» with functioning gas station. Considering the importance of the map, the commission will consider the issue of reflecting in it the zones with special conditions of use established by the regulatory, but not included in the USRN , — said the director of the department.
Another 68 proposals were received from residents of the village of Vishnevoe, since the project provides for a gardening zone within the boundaries of territories of dangerous geological processes, where the construction of capital facilities was not supposed. On this issue, Sevprirodnadzor, together with the Environmental Center 24 in June, carried out a repeated visual engineering and geological survey of the territory in the area of Druzhby, Novaya, Mira, per. Friendship. Based on the results of the survey, no signs of the presence or development of a landslide process have been identified, so the territorial zone is planned to be changed to a zone of individual housing construction.
The protocol, which includes all the proposals and comments received, was drawn up by the department, the proposals in the protocol are systematized according to the subject and territorial principle. The Commission for the preparation of rules for land use and development, whose composition will be expanded, will begin work this week. The members of the commission will consider all proposals and draw up a conclusion on the results of public hearings with recommendations for each proposal and comment , — concluded Maxim Zhukalov.
In October 2022 it is planned to submit the draft rules for land use and development to a meeting of the Government of Sevastopol.
