«Moving» OSAGO. Where to check your policy now — experts say

Not everyone knows, but since October 1, a new resource has been helping to combat fake OSAGO policies.

The insurance community supported the initiative to check the availability of an MTPL policy using traffic cameras, as reported by the President of the Russian Union of Auto Insurers (RSA) Evgeny Ufimtsev. The project is scheduled to begin on March 1, 2025 in pilot mode; after that, if there are no problems with the functionality, the system will work fully, and offenders will receive fines through State Services. Camera verification was developed to reduce not only the number of car owners without insurance, but also scammers selling fake OSAGO policies.

Despite the measures taken by the state in the field of auto insurance, the issue of the prevalence of fake MTPL policies and drivers purchasing them out of ignorance or for the purpose of imaginary “savings” remains on the agenda. It can be difficult to recognize scammers, since each of them uses their own methods, but there are still common features. Thus, a motorist should be wary if they offer to buy a policy at a price much lower than the average; it can only be paid in cash or by transfer, and samples of compulsory motor liability insurance forms are sent via instant messengers or from emails of public domains, not company domains.

An even more reliable way is to check the authenticity of the policy. Previously, this could be done on the official website of the RSA, and the automated information system (AIS) of MTPL was responsible for the procedure itself, but from October 1, 2024, the AIS of MTPL was transferred to the management of a subsidiary of the Bank of Russia — the National Insurance Information System (NSIS). After the transition, the system became known as AIS Insurance, and although the procedure for issuing an MTPL policy for drivers has not changed in any way, you can now check it through the NSIS website.

In addition, the initials of the policyholder and KBM have disappeared from the public data of the AIS Insurance for MTPL, so that they cannot be used by fraudsters and “gray” insurance agents. At the same time, motorists still have access to all the data on their auto insurance policies. On the NSIS website in the “personal account” section, the user can, after going through the identification and authentication procedure, gain access to his insurance history for all types of insurance for a long period of time, see the history of his insurance claims, the calculation of the CBM for compulsory motor insurance, the list of those allowed to drive a vehicle persons and other information. In addition, car owners can now also challenge their bonus-malus coefficient, which is used to calculate the discount on the MTPL policy, by sending a corresponding request through the NSIS website.
