Note to Crimeans — what laws come into force in July

Privileges for admission to educational organizations for participants of SVO and their children, exemption of medicines for seriously ill children from VAT, introduction of excise tax on sugar-containing drinks — about these and other innovations of July in the material of the press service State Duma.

Benefits for admission to educational organizations for the participants of the SVO and their children.

SVO participants can enroll in state-funded places in universities within a separate quota based on the results of exams. Those who study for a fee will be transferred to free education as a priority. The right to priority enrollment in state kindergartens, schools and summer camps was given not only to children of military personnel, but also to volunteers. Also, the children of fallen servicemen and volunteers now have such a right.

Admission to universities of children of doctors who died from COVID.

Children of medical workers who died from COVID-19 in the line of duty were granted the right to apply for state-funded places in universities for medical and pharmaceutical education programs under a separate quota without entrance examinations.

July 1.

Exemption of medicines for seriously ill children from VAT.

The sale of medicines not registered in Russia and imported into the country for the treatment of children with severe and rare (orphan) diseases to the Krug Dobra fund will be exempt from VAT. This will also affect the further transfer of these medicines by the fund to hospitals and pharmacies.

Electronic exchange of documents with the tax.

Individual taxpayers will be able to receive and send documents to the tax authorities through the State Services portal. To do this, you need to send an appropriate electronic notification to the Federal Tax Service through the portal. In a similar way, you can refuse such an order for the exchange of documents.

Introduction of excise tax on sugar-containing drinks.

Sugar-containing drinks are included in the list of excisable goods. An excise tax of 7 rubles per liter will be levied on drinks containing sugar, sugar syrup or honey, if the volume fraction of carbohydrates in them exceeds 5 g per 100 ml of drink, and ethyl alcohol — 1.2%. Juices, fruit drinks and nectars will not be recognized as sugary drinks. The main goal of the law is to improve the health of the population by reducing the consumption of sugar-containing drinks.

Reducing the maximum rate on consumer loans.

The maximum daily interest rate under consumer loan agreements has been reduced from 1% to 0.8%. In addition, the maximum value of the full cost of a loan or loan is reduced from 365 to 292% per annum, and the maximum amount of all payments on it — from 150 to 130% of the loan amount.

Simplification of obtaining the «Far Eastern hectare».

It will be possible to submit documents, as well as obtain the necessary information about the Far Eastern Hectare program through the State Services portal. The period for signing a draft agreement on the free use of a land plot has been doubled — from 30 to 60 days. If it is impossible to use it, the citizen will be able to cancel the contract once. The law is aimed at simplifying the procedure for obtaining and developing land in the Arctic zone and in other territories of the North, Siberia and the Far East.

Increase in the minimum amount of capital for MFIs.

The minimum amount of own funds of a microcredit company must be at least 4 million rubles. The rule does not affect MFIs that finance businesses and organizations founded by the Russian Federation, a constituent entity of the Russian Federation or a municipality.

Simplification of the appointment of pensions.

State and municipal archives, if they have documents, will provide, at the request of the FIS, information about a citizen necessary for assigning a pension or additional payment to it, through the Unified State Social Security Information System (EGISSO). The changes will reduce the time for providing information necessary for the timely and correct assignment of pensions.

Uniform standards of social support.

The requirements for such measures of social support provided by the constituent entities of Russia as compensation for the cost of housing and communal services or parental fees for kindergarten are unified. Uniform requirements at the federal level will allow you to apply for this help online through the State Services portal and receive information about the progress of the application at each stage.

The government will annually submit a national report on the implementation of state policy in the field of education at the meetings of the State Duma. The deadline for its submission to Parliament is no later than May 15 of the year following the reporting one. As Chairman of the State Duma Vyacheslav Volodin noted, “high quality education is an important condition for the development of the country, its economic growth. Parliamentary oversight in this area is essential. The national report of the Government to the State Duma on the implementation of state policy in the field of education will allow for a substantive discussion of the issues raised and improve the quality of decisions made.”

Measures of information support that socially oriented NGOs can receive are expanding. The state will help protect the websites of non-profit organizations from hacker attacks, as well as provide support in the creation of official websites.

Interaction with the insurer in electronic form.

The possibilities for the exchange of information and documents in electronic form between the parties to the insurance contract have been expanded. As for OSAGO, inspection of the vehicle by the insurer is allowed by exchanging photo and video materials in electronic form with the victim. Conditions are also being created for insurers to receive information about the circumstances of traffic accidents and other insured events from external sources in an automated mode.

Bank of extremist materials.

A specialized information database of extremist materials is starting to operate in Russia. The system will be operated by the Ministry of Justice. This will help to increase the efficiency of operational-search activities and investigative actions.

Transfer of weapons for hunting.

Citizens of the Russian Federation, legal entities and individual entrepreneurs working in the field of hunting have the right to transfer their weapons to Russians who have a hunting license, as well as permission to store, carry and use hunting weapons.
