Note to students and their parents. What you need to know about the rules for admission to universities in 2023

In 2023, the procedure for admission to Russian universities has changed. The changes came into effect on March 1st. One of the innovations was the system of priorities: when participating in several competitions in different directions or forms of education, the applicant must indicate his preferences. The number of areas of study for which you can apply has been reduced.
If earlier applicants had the opportunity to choose up to 10 areas of study for participation in the competition for admission, then this year their number has been reduced to five. The restriction does not apply to the form (full-time, part-time, part-time) and the grounds for receipt (budget, paid basis). Thus, choosing no more than five areas of study, applicants can also indicate several forms of interest to them or grounds for admission. In addition, it should be remembered that no more than five educational institutions are available for submission of documents.
Separate applications are submitted for budget and paid places.
This year, applicants need to submit two applications for admission: as part of the admission targets on budgetary grounds and separately for places with payment of tuition fees.
Priority system.
When applying for admission to study, it is now necessary to indicate the priority of enrollment for various admission conditions, if several directions are selected. Priorities are indicated by serial numbers and are set by the applicant for each area of training, taking into account the form, profile of the educational program, and the grounds for training. Thus, if there is a document on education submitted to the university on time in person or electronically (through the State Services portal), the competition for enrollment in each area of training will be held according to the first priority indicated in the application. If you fail to pass the competition, the applicant automatically participates in the competition for the next priority for vacancies for enrollment.
You can change the priorities indicated in the application no later than the day the documents are accepted. It is assumed that this system will solve the main problem of all applicants — the need to transfer the document of education in the last hours and minutes before the completion of their admission.
Consent is no longer required.
Now, for enrollment, applicants must submit documents on time, including the original document on education. The submission of consent for enrollment, which was a mandatory document, without which it would not have been possible, has now been cancelled.
Separate quota for some categories of applicants.
In 2023, for a certain category of applicants for undergraduate and graduate programs, submission of documents is available within a separate quota, for which the university allocates at least 10% of the total budget places.
This quota can be applied to:
1) heroes of the Russian Federation, persons awarded three Orders of Courage;
2) children who took and are taking part in a special military operation in the territories of Ukraine, the Donetsk People’s Republic, the Lugansk People’s Republic, Zaporozhye and Kherson regions:
- military personnel (including those who served in the military during the period of mobilization, martial law or under a contract concluded in accordance with paragraph 7 of Article 38 of the Federal Law of March 28, 1998 No. 53-FZ «On military duty and military service»);
- persons who have entered into a contract on voluntary assistance in the performance of tasks assigned to the Armed Forces of the Russian Federation;
- employees of federal executive authorities and federal state bodies in which military service is provided for by federal law, employees of internal affairs bodies of the Russian Federation, employees of the penitentiary system of the Russian Federation;
3) children of military personnel, employees of federal executive bodies and federal state bodies in which military service is provided for by federal law, employees of internal affairs bodies of the Russian Federation sent to other states by state authorities of the Russian Federation and who took part in hostilities in the performance of their official duties in these states.
Admission of applicants from new regions.
Admission for training of applicants from the Donetsk People’s Republic, Lugansk People’s Republic, Zaporozhye and Kherson regions is carried out for budgetary and paid places. Applicants can participate in the competition based on the results of the Unified State Examination or entrance examinations of the university itself.
Key dates for the 2023 admission campaign as part of the admission targets for state-funded places.
Deadline for accepting applications: no later than June 20.
Closing date for applications:
— not earlier than July 7 and not later than July 20 (for applicants who have passed additional entrance tests of a creative and / or professional orientation);
— not earlier than July 10 and not later than July 20 (for applicants who have passed other entrance examinations);
— not earlier than July 20 and not later than July 25 (for applicants without passing entrance examinations).
Completion of the acceptance of original documents on education or putting marks on the «Public Services»:
July 28 until 12:00 — for priority enrollment (quotas, without entrance examinations);
August 3 until 12:00 — for the main stage of enrollment.
Issuance of enrollment orders:
July 29 or 30 — priority enrollment (quotas, without entrance examinations);
August 4-9 — the main stage of enrollment.
