Qualified legal assistance of a notary has long become accessible and comfortable for people across the country. Today, special notary services for finding the nearest notary office, notary websites, an on-site service system, and the ability to perform certain types of notarial actions online help to promptly apply for one or another notarial action.
From July 1, 2023, residents of 75 constituent entities of the Russian Federation will have an additional opportunity — an appointment with a notary through the State Services portal. With the help of the Universal Record to Notary service, you can choose a notary office that is convenient for you, find out what documents are required to perform a particular notarial act and send them to the notary for verification in advance.
The pilot launch of the service, developed by the Federal Notary Chamber together with the Ministry of Digital Development of Russia, successfully took place back in March in six constituent entities of the Russian Federation: Altai Territory, Belgorod, Ivanovo, Kaluga and Rostov Regions, Khanty-Mansiysk Autonomous Okrug.
A notary is the most accessible to citizens highly qualified lawyer, whose help is required in various life situations. An important role in providing citizens and businesses with effective legal assistance, taking into account modern realities, of course, is played by digital technologies, which the notaries have been developing and applying in practice for many years. The new service at the State Services is a convenient tool that will make contacting a notary even more comfortable— notes the President of the FNP Konstantin Korsik.
At the same time, as before, citizens and legal entities can sign up for a convenient notary office in other ways. Thus, the portal of the Federal Notarial Chamber notariat.ru provides up-to-date contacts of all notaries operating in the country and a convenient service for finding a notary by address, region, full name, phone number and other parameters. The FNP portal also allows you to send a message to the selected notary, attaching copies of the necessary documents to it.
Similar services are available on many sites of notaries’ chambers of the constituent entities of the Russian Federation. A number of notaries have their own websites with the option of online registration or a feedback form. In some constituent entities of the Russian Federation, the service of making an appointment with a notary also works on regional portals of state and municipal services. So, residents of Moscow can make an appointment through the portal of the mayor of the capital.
Recall that since 2021, a notary entry for heirs created as part of the Loss of a Loved One superservice has been working on the State Services portal. It allows you to optimize the procedure for registration of inheritance rights and minimize personal visits of heirs to the notary office.
Some types of notarial acts today can be obtained without leaving home at all — online, through the FNP portal. But there are a number of limitations: the remote format is available only for those notarial acts that do not require verification of the applicant’s real will. And directly to perform a notarial act in a remote format, a personal qualified electronic signature will be required.
When, for one reason or another, a person cannot come to the notary’s office, he can also use the field notary service. You can invite a notary to your home, office or other place where you need to perform a notarial act in different ways: by phone, by sending an online application through the official website of the notary, by e-mail. A representative of the applicant can also come to the notary’s office with a request for on-site service, explain the situation and arrange a visit with the notary. In addition, the websites of a number of regional notary chambers have services for searching for notaries who make trips to non-transportable and low-mobility citizens.
Information resources and digital services of notaries provide citizens with reliable information about notaries operating in Russia. Their use allows, among other things, to avoid contact with scammers who are looking for their victims using fake notary appointment forms. Often, attackers create a fake website that allegedly belongs to a real or even fictional notary. Data on the record of a person with all the information indicated in them and attached scans of documents left on such a site are sent directly into the hands of criminals. Considering that it is possible to conclude transactions, for example, with real estate in a simple written form, such data gives scammers a free hand. The presence of a scan of someone else’s passport and a set of personal data gives scammers «extra points» for forging legally significant documents.
Some criminals, as a «bonus» to the information already received, may request from the client an advance payment for the services he needs. It is important to remember that real notaries never take an advance payment for the notarial acts they perform.
In order not to fall into the hands of scammers, you should use only official services. This guarantees the protection of personal data along with a quick and convenient appointment with a notary.
