Official: from September 9, 2024, court fees will be paid at an increased rate

The fees that must be made when filing property claims in arbitration courts and courts of general jurisdiction have become significantly higher since September of this year. The same applies to fees for applications to recognize decisions of state bodies as illegal, for claims to conclude, amend or terminate contracts, for complaints to higher authorities, etc.
Innovations will come into force on September 8 of this year and will apply to cases initiated on the basis of applications and complaints submitted from September 9, 2024.
Property claims
Arbitration process
State fees for filing property claims that are subject to assessment:

Until September, the gradation of prices for claims and the amounts of state fees are different, and after the specified date, for example, if you need to file a claim for, say, 500 thousand rubles, you must pay 30 thousand rubles.
When filing a claim that does not require evaluation, the company will transfer a state fee in the amount of 50 thousand rubles.
Civil procedure and administrative proceedings
State fees for filing property claims under the Civil Procedure Code of the Russian Federation and the Code of Administrative Procedure of the Russian Federation that are subject to assessment are also changing.

Until September, the gradation of prices for claims and the amounts of state fees are different, and after the specified date, for example, if you need to file a claim for, say, 500 thousand rubles, you will have to pay 15 thousand rubles.
When filing a claim that does not require evaluation, the company will transfer a state fee in the amount of 20 thousand rubles.
Challenging decisions and actions of government agencies
To file a claim with an arbitration court to declare decisions and actions (inaction) of government bodies or officials illegal, a company will pay 50 thousand rubles. A similar administrative claim will cost a legal entity 15 thousand rubles.
Claims for the conclusion, modification or termination of contracts
If in a dispute under the Arbitration Procedure Code of the Russian Federation the plaintiff company does not demand the return of the executed transaction or the award of property, the state fee will be 50 thousand rubles.
If a claim without property claims needs to be filed with the Union of Legal Entities, the legal entity will transfer 20 thousand rubles. Similar changes will apply to filing claims with arbitration courts and the Union of Legal Entities to invalidate transactions without demands to apply the consequences of invalidity.
Bankruptcy filings
In order to file a petition for declaring a debtor bankrupt, the company will have to pay 100 thousand rubles. For applications and claims within the framework of separate disputes, a payment of half of the state fee will be established, which is determined based on the essence of the claim. Until this date, the position of the Supreme Court of the Russian Federation is applicable that the state fee is calculated based on the essence of the claims according to general rules.
Complaints to higher courts
Arbitration process
– 30 thousand rubles – when filing an appeal or cassation complaint against a court order;
– 50 thousand rubles – when filing a cassation appeal, except for the appeal mentioned above and the appeal to the Supreme Court of the Russian Federation;
– 80 thousand rubles – when filing, for example, a cassation or supervisory appeal to the Supreme Court of the Russian Federation.
Civil procedure and administrative proceedings
The company will pay a state fee in the amount of:
– 15 thousand rubles – when filing an appeal, private complaint or cassation appeal against a court order;
– 20 thousand rubles – when filing a cassation appeal (except for the appeal mentioned above and the appeal to the Supreme Court of the Russian Federation);
– 25 thousand rubles – when filing, for example, a cassation or supervisory appeal to the Supreme Court of the Russian Federation.
