Officially: in Sevastopol, all veterans who needed to improve their living conditions are provided with housing

All veterans of Sevastopol, who were registered on the issue of improving housing conditions, are provided with housing. Since years, apartments or cash payments for the purchase of housing — this option is also provided for by law — have received 116 citizens of this category.
Since 2021 the residents of the besieged Sevastopol have also received additional federal support measures, including housing, — representatives of this category have been given the status of a veteran of the Great Patriotic War. Mikhail Razvozhaev, Governor of Sevastopol, made a proposal to make such changes to the legislation of the Russian Federation in 2020 at a meeting with President Vladimir Putin. The head of state supported the initiative. At the beginning 2022 of the year, eight veterans received apartments in new buildings, and one chose a lump-sum cash payment for the purchase or construction of a dwelling , the press service of the Government of Sevastopol notes.
Also last year, more veterans applied to the Department of Capital Construction to be registered as those in need of better housing conditions. At the initiative of Mikhail Razvozhaev, a letter was sent to the Ministry of Construction of Russia on the allocation of additional funds to the region for these purposes from the federal budget. Sevastopol received 59 million rubles in December 2022, and already in January 2023 the veterans were provided new housing.
In the future, in case of registration of veterans, disabled veterans of the Great Patriotic War, as well as family members of the dead or disabled disabled and veterans of the Great Patriotic War, in need of better housing conditions, the Government of Sevastopol will continue to provide housing for these categories of citizens — as a priority.
