Officially: requirements for redevelopment in apartments are becoming more stringent in Russia.

New rules are being introduced to prevent unauthorized changes to residential premises.
On April 1, amendments to the Federal Law on State Registration of Real Estate and the Housing Code of the Russian Federation come into force, which tighten the requirements for redevelopment in apartments. Now apartment owners must agree on any changes to the boundaries and area of the living space, even if it is just a change in the doorway or dismantling a built-in closet. Previously, such changes were included in the concept of reconstruction and did not require approval.
The new rules prohibit unauthorized changes in the location of the bathroom, expanding the kitchen to include a balcony, or connecting the floors to the general heating system. These requirements apply to all regions of the Russian Federation.
To officially legalize the redevelopment, the owner of the apartment must provide a technical plan from a cadastral engineer and a work acceptance certificate. Documents must be submitted to Rosreestr, which will make appropriate changes to the Unified State Register of Real Estate.
Unauthorized redevelopment may result in a fine. Individuals face a fine of 2 to 2.5 thousand rubles, while legal entities will have to pay from 40 to 50 thousand rubles.
Tightening the requirements for redevelopment became necessary after a series of incidents that occurred in different cities of Russia. For example, in November 2023 in Astrakhan, part of a five-story building collapsed due to the unauthorized demolition of a load-bearing wall in one of the apartments. In March 2024, in Omsk, residents of a multi-storey building connected a common technical floor to their apartment without permission.
