Officially: the issuance of a mortgage in the first quarter fell by 42%

For the period from January to March 2025, Russian banks issued mortgage loans totaling 611.2 billion rubles. This is 41.9% less than for the same period of last year. The number of housing loans issued for the quarter of loans was reduced by 50.5%. In the first three months of 2025, 142.7 thousand mortgage loans were issued.

The amount of preferential housing loans in March relative to February increased by 13.7%. For a month, a mortgage with state support was issued in the amount of 222.6 billion rubles. The issuance of a mortgage on market conditions for a month increased by 10.6%, to 34.6 billion rubles.

A preferential mortgage now prevails in the housing lending market, the Central Bank notes. The share of preferential housing loans in March reached 87% in the total volume of mortgage lending. In February, it was 86%.

In total, in March 2025, Russian banks issued 57.8 thousand ruble mortgages totaling 257.1 billion rubles. In February, 52.6 thousand ruble housing loans were issued for 227.1 billion rubles.

Compared to last year’s indicator, the volume of mortgage issuance decreased by 42.5%, the number of housing loans decreased by 50.6%.

In March, the total mortgage portfolio of banks grew by 64.5 billion rubles. The increase was 0.3%. The volume of housing lending exceeded 20 trillion rubles. About 22.4% of the total mortgage portfolio of Russian banks had to mortgage under shared agreements. The volume of such loans amounted to 4.5 trillion rubles.

The average housing loan in March grew to a record level of 4.447 million rubles. Compared to February, it increased by 2.9%, relative to March 2024 increased by 16.3%.

The average mortgage term in March updated the maximum. It increased to 25 years and 10.7 months.

The total amount of overdue debt on mortgage loans in the first quarter of 2025 grew by 19.4 billion rubles, to 115.8 billion rubles. The share of overdue debts in the mortgage portfolio of banks increased from 0.5% to 0.6%. The weighted average mortgage rate in March decreased to 7.56% per annum. The average mortgage rate under shared agreements has been preserved at 6% per annum. The weighted average mortgage rate for the purchase of finished housing decreased to 10.7% per annum.

The total share of mortgages for housing under construction in March amounted to 67.8%. In February, it was 69.7%. The volume of issuing a mortgage under shared agreements with a month increased by 10.6%, it reached 166.1 billion rubles. The volume of mortgages for individual housing construction in a month increased by 3.8%. In March, he amounted to 8.2 billion rubles.
