Officially: the issuance of a rural mortgage will resume from July 1

Rosselkhozbank announced the resumption of the issuance of a rural mortgage under 3% per annum. The message was published on the website of the credit institution.
The rural mortgage program is one of the successful state support tools, helped thousands of families to improve housing conditions. Rosselkhozbank, as a key partner bank, is preparing to accept applications. Updated conditions will take into account the relevant needs of the population and regions, as well as strengthen the effect of the program in the development of rural territories-said the press service of the bank.
The director of the Altai branch of the bank Nikolai Boyko, in an interview with the Business FM radio station, Barnaul said that the issuance of loans on the preferential program will resume on July 1.
The head and founder of the construction company APS DSC Alexander Kalsin, in a conversation with a CIAN. Zhurnal correspondent, noted that a rural mortgage is a very useful program.
But it is important to remember that Moscow and the Leningrad region are the leaders in the construction of IZHS, and the regions are built less. Therefore, the program, of course, needs to be expanded by territorial basis— said the developer.
He also added that the rural mortgage is globally on the private house building market due to its small volumes.

Puzzle Realty Managing Partner Maria Fedorova also believes that the scenario with the quick exhaustion of limits and the subsequent suspension of the program may well be repeated — especially in regions with high demand and among priority categories, such as family participants and medical workers.
Nevertheless, the new filters in the program significantly reduced the likelihood of excitement demand from the youth that was observed earlier. If the program is temporarily stopped, this will no longer be associated with the excitement, but with real demand for the target audience exceeding the established limits— the expert explained.
According to her, the program is the least relevant for the elite suburban real estate segment, where the average check significantly exceeds the set limit of 6 million rubles, and it retains the most relevance for the segments of comfort and partially business class.
We are talking, first of all, about typical private houses in rural areas, apartments in houses up to five floors in supporting settlements, as well as plots with a contract for construction. In addition, the program is able to stimulate developers more actively developing a comfort class in rural areas, since it makes such projects available to the final buyer due to preferential financing, — concluded Maria Fedorova.
The General Director of Armada Group of Companies Dmitry Scholkov expressed confidence that the rural mortgage remains relevant and will be in demand among those who meet the new conditions of the program.
No other mortgage program today offers such a low interest rate. Despite the tightening of criteria, the rural mortgage rate is still much lower than the market, which makes it attractive to a certain circle of borrowers— the speaker emphasized.
In his opinion, the volume of issuing loans for rural mortgages will be reduced compared to previous years.
The program has become more targeted, focused on a narrow circle of recipients, which has already been reflected on statistics: the number of loans issued significantly decreased. However, in the framework of the new audience, demand will remain stable. It is not worth expecting mass growth — the program is now pointed and is designed to support certain categories of citizens, as well as the development of rural territories— summed up Dmitry Scholkov.
