On the agenda of the Meeting of Heads of Notary Chambers of the Subjects of the Russian Federation: current results, important decisions and new tasks

Preliminary results of work this year, priority areas of activity of the Federal Notary Chamber for the next five years and other pressing tasks of the Russian notary office were discussed on September 26 in Sochi at an extraordinary meeting of representatives of notary chambers of the constituent entities of the Russian Federation. One of the key areas of work of the notary as a socially responsible legal institution acting on behalf of the state is, as before, assistance within the framework of the SVO.

Notary chambers and notaries throughout the country make a significant contribution to supporting our armed forces, SVO participants, mobilized citizens, and refugees. This is not only the provision of benefits and free consulting assistance, but also a personal material contribution to charitable fundraising, participation of notaries in volunteer activitiesnoted the President of the Federal Notary Chamber, Konstantin Korsik, in his speech.

The work on integrating new territories into the Russian legal framework, which continues actively to this day, is also fundamentally significant. Throughout this year, together with the Ministry of Justice of the Russian Federation, the notary has been solving important organizational, law enforcement, consulting and other tasks in order to provide residents of the LPR, DPR, Zaporozhye and Kherson regions with accessible qualified legal assistance, which they can legally receive from notaries.

Regarding the latest changes in legislation regulating notarial activities, the head of the FNP noted amendments to the law on archives, the law on free legal assistance in terms of notarization of powers of attorney to represent interests in courts, rules governing the entry into the Unified Information System of electronic images of wills and powers of attorney certified by consular officials persons, etc. Special attention was paid to the law on a new system of payment for notarial acts, which comes into force on October 1.

The new tariff system will ensure self-financing and further development of the notary profession,” emphasized Konstantin Korsik.

The meeting of representatives of notary chambers of the constituent entities of the Russian Federation approved a number of important documents: Priority areas of activity of the FNP for 2023-2028, Program for supporting notaries in hard-to-reach and sparsely populated areas for 2024, Social support program for the FNP for 2024, etc.

At the end of the event, according to tradition, an award ceremony took place. The Anatoly Tikhenko Medal recognized the professional merits of the President of the Notary Chamber of the Voronezh Region, Anna Chugunova, and the President of the Sakhalin Regional Notary Chamber, Marina Antuzinskaya. The Yuri Iutin Medal “For Impeccable Service and Fidelity to the Profession” was awarded to the President of the Kirov Regional Notary Chamber Svetlana Karandina and the President of the Notary Chamber of the Karachay-Cherkess Republic Kulina Kipkeeva.

FNP certificates of honor based on the results of a comprehensive audit of the organization of activities were received by: NP of the Republic of Adygea, Ivanovo Regional NP, NP of the Republic of Crimea, NP of the Leningrad Region, Oryol Regional NP, Primorsky Regional NP, Ryazan Regional NP. The Anatoly Tikhenko Medal for his contribution to the development of notaries in his region was awarded to: the President of the Ryazan Regional Notary Chamber Olga Chernyavskaya, the President of the Ivanovo Regional Notary Chamber Elena Kaygorodova, the President of the Primorsky Regional Notary Chamber Natalya Egorova. The Yuri Iutin Medal “For Impeccable Service and Fidelity to the Profession” was awarded to the President of the Oryol Regional Non-Commercial Partnership, Elvira Psareva, for her great contribution to the development of the notary profession in her region. The president of the regional chamber, Elena Moskal, was awarded the badge “For Services to the Notary Office” for her personal contribution to the development of the notary office in the Leningrad Region. Elena Stus, who headed the NP of the Republic of Crimea from 2020 to 2023, received the gratitude of the FNP for her great contribution to the development of the notary of the Republic of Crimea.

The President of the Notary Chamber of the Republic of Ingushetia, Batruddin Bakhmurziev, and the President of the Notary Chamber of the Amur Region, Asya Kazaryan, were also awarded FNP certificates of honor.

The head of the Tomsk Regional Non-Profit Partnership, Lidiya Stoyanova, received the FNP Certificate of Honor and the medal “For many years of conscientious work in the notary office”, 3rd degree. The medal “For many years of conscientious work in the notary office”, 1st degree, was awarded to the President of the NP of the Republic of Kalmykia, Nina Eminova. The medal “For many years of conscientious work in the notary office”, 3rd degree, was received by the head of the Tyumen Regional Non-Commercial Partnership, Elena Nikiforova.
