Remote electronic voting (DEV) will be used for the first time in the presidential elections in Russia. Residents of 29 regions will be able to vote online. This decision was made at a meeting of the Central Election Commission of the Russian Federation.
DEG in the elections of the Head of State, which will be held from 15 to 17 March 2024, will be used in Moscow, Arkhangelsk, Belgorod, Vladimir, Voronezh, Kaliningrad, Kaluga, Kursk, Lipetsk, Murmansk, Nizhny Novgorod, Novgorod, Novosibirsk, Orenburg, Pskov, Rostov , Sverdlovsk, Tomsk, Tula, Chelyabinsk, Yaroslavl regions. Also in Karelia, Chuvashia, Crimea, Altai, Kamchatka, Perm territories, Moscow, Sevastopol and the Nenets Autonomous Okrug.
In order to vote on the federal DEG platform, a voter must submit an application during the period that begins 45 days before voting day and ends 3 days before it (from January 29 to March 11).
The head of the Central Election Commission of the Russian Federation, Ella Pamfilova, noted that remote voting expands opportunities for voters.
There is early voting, voting in hard-to-reach places… We give the voter the opportunity to choose what is acceptable and convenient for him at the moment— she said.
Pamfilova also called the statements of some people that regions where there is no remote voting will have their rights infringed upon as a provocation.
This is a lie; it is the Central Election Commission that ensures diversity and equal rights. If all this variety of voting forms did not exist, people who would like to vote would not be able to do so.she added.
The lack of possibility of using DEG abroad, Pamfilova explained, “endless stream of Western sanctions«towards the Russian Federation.
TASS notes that in Moscow, at polling stations equipped with electronic voting terminals, nonresident voters who are not registered in the capital will be able to vote without a paper ballot. Such voters need to submit an application three days before the first day of voting using the Mobile Voter mechanism. At the same time, using electronic voting terminals, they will be able to vote at any precinct, and with a paper ballot only at the precinct that was indicated in the Mobile Voter application.
The Federation Council scheduled elections for March 17, 2024. The Central Election Commission of the Russian Federation decided that voting will last three days: March 15, 16 and 17.
