Opinion: Crimea’s budget for 2024 is both social and development

The adoption of the Crimean budget for 2024 is at the finish line. Earlier, the State Council of the Republic of Crimea discussed the main financial document, slightly corrected it, issued recommendations and identified “point addresses” for the implementation of programs and projects. The actual adoption of the budget is not far off… It is important that it is subsidized (the Republic cannot yet boast of incomes of two hundred billion or more) and unprofitable — the budget deficit of the Republic of Crimea in 2024 will be 2.1 billion rubles (probably these funds will be “covered” by nationalization and sale of objects).
Nevertheless, there are many reasons for optimism. The Crimean budget for 2024 does not forget any of the social projects; sufficient funding is provided for all large-scale programs and projects.
The revenue side of the budget for 2024 provides for 202.1 billion rubles. Tax and non-tax revenues (presumably) will amount to 71.5 billion rubles in 2024.
Our budget is a development budget and provides for investments in transport, energy and housing and communal services. In general, the budget can be characterized equally as a social and development budget— emphasized the head of the Crimean parliament Vladimir Konstantinov.
According to him, the social orientation of the budget is evidenced by the fact that it is planned to allocate 42.7 billion rubles or 20.9% of all planned expenses next year for socially significant expenditure items. The budget provides for the continuation of support measures for families with children, veterans, disabled people, and preferential categories of citizens. The amounts of benefits and compensation will be indexed.
It is planned to allocate 43.1 billion rubles for the education system, 31.2 billion rubles for social support for Crimeans; healthcare — 17.8 billion rubles; culture, sports and other social events — 7.9 billion rubles,” Konstantinov listed.
Despite the fact that the majority of Crimea’s budget still comes from subsidies, the Crimean economy still shows an increase in its own income.
We have crossed the 70 billion ruble mark. This is a good pace, especially taking into account the difficulties associated with conducting the SVO, primarily with logistics. Nevertheless, our own income will increase next year compared to the current year by approximately 3 billion rublesnoted the Chairman of the State Council of the Republic.
According to his information, 27 state programs are planned to be implemented in Crimea by 2024.
The direction of our development, as in previous years, is focused on creating a comfortable and modern infrastructure, which, as a result, leads to an increase in investment activity, an improvement in the quality of life and the efficiency of the production sector.
In the draft budget, the volume of allocations for the implementation of the state program of the Russian Federation “Socio-economic development of the Republic of Crimea and the city of Sevastopol” for 2024 and for the planning period of 2025 and 2026 is projected in a total amount of 183.7 billion rubles for three years, including 63 billion rubles for 2024— said Vladimir Konstantinov.
According to him, “sufficient funds” are planned for the construction, reconstruction and major repairs of educational facilities, major repairs of sports facilities, social and cultural facilities.
