OSAGO: how it has changed in 20 years

OSAGO came to Russia 20 years ago — from July 1, 2003, domestic drivers who registered cars with the traffic police began to insure their motor third party liability. Since January 1, 2014 OSAGO has become mandatory for car owners across the country.

The head of the Russian Union of Motor Insurers (RSA), Evgeny Ufimtsev, noted that all these years, auto insurance in Russia has changed and improved taking into account the opinions and requests of vehicle owners. Keeping the focus on the interests of policyholders is a development priority in the future as well.

What has changed with the introduction of the OSAGO system? And what awaits car owners in the future? After the introduction of the policy of compulsory third party liability insurance, the process of resolving disputes in the event of traffic accidents has been significantly simplified. It is important that the OSAGO system protects both parties in the event of an accident.

Over time, the system has improved. Among the basic changes that influenced the development of the OSAGO system was the introduction in 2009 of a simplified procedure for registering an accident — the so-called «Europrotocol». Simplified registration of an accident is carried out without the participation of police officers. Settlement of disputes on the road began to happen faster. This was also appreciated by motorists: according to RSA statistics, at the end of June this year, the share of applications executed under the Europrotocol amounted to 40.2%.

The next milestone in the improvement of the system was the introduction of a unified methodology for calculating the cost of restoration repairs in 2014. The first reference books of the cost of auto parts were developed and approved, according to which they began to make calculations of damage compensation and payments for OSAGO.

Then there was an increase in the sums insured under OSAGO agreements — the limit of insurance payment for one insured event per victim for causing damage to property of third parties increased from 120 thousand rubles. up to 400 thousand rubles, and the limit of insurance payment for an insured event for causing harm to life and health of third parties increased from 160 thousand rubles. up to 500 thousand rubles Limits of insurance payments per insured event have been cancelled.

An important element, taking into account the characteristics of each OSAGO insured, was the individualization of policy tariffs, which provides fairer conditions for car owners. Since 2020, drivers who do not get into accidents and comply with traffic rules no longer sponsor high-accident neighbors on the road — now the cost of the policy directly depends on driving behavior, as well as age, experience, vehicle characteristics and other factors.

Digitization has not bypassed the industry either. On July 1, 2015, it became possible to apply for an OSAGO policy online via a computer or phone. «Autocitizen» has become more accessible. Statistics show that in the first half of 2023, electronic policies accounted for 61% of all contracts.

The development of a digital system has opened up the possibility of photographic recording, which accompanies the execution of Euro protocols: this is how insurance companies were able to see the damage to a car, the circumstances of an accident and make compensation decisions based on this data. According to RSA statistics, from January to May 2023, the number of photographic records of road accident data amounted to 48,000, which is twice as much as in the same period last year. Photo fixations were made using the applications «Accident. Europrotocol», «OSAGO Assistant» and «Gosuslugi Avto». Registration of an accident using photo fixation allows the insured to receive compensation for OSAGO within 400 thousand rubles, if its participants have no disagreements.

The system of compulsory motor third party liability insurance is developing, as are the requests of citizens. For example, in many families there are two or even three cars. And some of them can be used very rarely. For such cases, it is proposed to introduce short-term OSAGO policies. It is expected that they will be available in the fall of 2023.
