Paid parking in Sevastopol: what you need to know

Today in Sevastopol there are paid parking lots in two districts: in the central part of the city and in Balaklava.

Payment for parking is made from Monday to Friday from 08:00 to 20:00 minutes. The cost of finding a car in the area of ​​paid parking for one hour is 35 rubles. At the same time, parking in the city center is free on weekends. In Balaklava, the cost of parking a car is 50 rubles per hour from 08:00 to 22:00 daily. To avoid unnecessary expenses, car owners are advised not to violate the law and pay for parking. To this end, employees of the Department of Transportation regularly check the serviceability of parking meters and the availability of alternative parking payment tools.— noted in the press service of the Government of Sevastopol.

There are several ways to pay for parking:

  • through the ruparking mobile application;
  • in your personal account on the sevparking.ru website;
  • send SMS to number 7878;
  • through Payberry payment terminals.

After analyzing the questions of the residents of the city, received by the Government of Sevastopol, the Department of Transport, as well as in social networks, the specialists of the department prepared explanations for the most relevant of them.

1. When did paid parkings start working?

Paid parking lots on the territory of the city of Sevastopol were created in accordance with the Decree of the Government of Sevastopol No. 699-PP dated September 21, 2017 “On the creation and use of paid parking lots”.

They were put into operation on November 15, 2017 in Balaklava and on December 25, 2017 — inside the central ring of the Leninsky district and on the adjacent streets. Payment for the use of a parking space began to be charged no earlier than these dates.

Responsibility for the fact of non-payment for placing a vehicle in a paid parking lot is established from the date of entry into force of the Law of the city of Sevastopol dated July 10, 2017 No. 354-ЗС “On Amendments to the Law of the City of Sevastopol dated April 17, 2015 No. 130-ЗС “On Administrative Offenses” .

Information messages about the commissioning of paid parking lots were systematically placed in the media, officials of the Department of Transport answered questions that arose, including publicly.

2. Parking fee failed. What to do and is it a basis for exemption from the fee or for the cancellation of the decision on an administrative fine?

According to the provisions of the Rules for the use of paid parking lots, approved by Decree of the Government of Sevastopol dated September 21, 2017 No. 699-PP, if for technical reasons for which the parking operator is responsible, payment for placing a vehicle in paid parking by all means is temporarily impossible, then parking of vehicles of funds in paid parking is made without charging a fee until the corresponding technical reasons are eliminated.

To confirm the fact that it is impossible to pay for a parking space, it is recommended to record this circumstance through a photo or video, screenshots of a mobile device, etc. These materials will be the reason for the cancellation of the decision to impose an administrative penalty (if issued).

3. When paying through the parking meter, the transaction was canceled. What to do?

Most often, such situations arise when trying to pay for parking with a Mir card using a mobile device with an NFC module. Each parking meter contains instructions on how to proceed in case the payment for the parking session was rejected.

Necessary:

1. Login to internet bank,

2. Select the «Mir» card that you need to open for purchases on the Internet,

3. Press the «Connect MIR Accept» button,

4. Confirm by ticking the MIR Accept connection and click the «Receive code via SMS» button,

5. Wait until you receive an SMS with the code, enter the code in the appropriate field and click the «Connect» button.

Please note that different banks have different procedures for connecting the Mir Accept option: in some it is quite simple and intuitive, but in some banks this process can be complicated. We recommend that you consider this information.

It is also worth noting that the procedure for activating the Mir Accept option can be omitted if you use a physical card and insert it into the card capture reader.

The impossibility of payment due to the inactive Mir Accept option or the difficulty in activating this option in the applications of individual banks does not indicate a malfunction of the parking meter and does not exempt from paying for parking, since the technical reason did not arise through the fault of the operator.

4. The parking meter does not work. What to do?

The operability of parking meters is checked by the specialists of the parking operator on a regular basis. At each non-working parking meter, there are announcements about temporarily non-working equipment and an offer to use other payment methods.

5. Are there any concessions for parking fees?

Parking fee benefits are established for the following vehicle owners:

  • veterans, participants and invalids of the Great Patriotic War, former minor prisoners of concentration camps, ghettos and other places of detention created by the Nazis and their allies during the Second World War, one of the parents (adoptive parents) in a large family of the city of Sevastopol, having a place of residence in the city of Sevastopol , with a resident parking permit;
  • one of the family members — the legal representative of a disabled child in parking spaces for disabled people, marked with appropriate road signs and (or) markings, if there is a disabled parking permit;
  • disabled people of groups I / II / III in parking spaces for the disabled, marked with appropriate road signs and (or) markings, with a parking permit for the disabled.

To be able to place vehicles in paid parking lots without paying a fee, you must issue an appropriate permit. The presence of documents confirming compliance with one or another preferential category without permission does not exempt from payment.

An application for a permit can be submitted:

  • on the portal of public services of Sevastopol gosuslugi92.ru or www.gosuslugi.ru with the attachment of scanned copies of the necessary documents at the “Upload documents” step.
  • through the MFC in Sevastopol.

6. Can I pay a parking fine with a 50% discount?

The discount for payment of fines for this category of violations does not apply.

7. I do not agree (disagree) with the decision and I can prove my position. What to do?

You can challenge the decision to impose an administrative penalty within 10 days from the date of receipt of the decision, by submitting an appropriate application addressed to the director of the Department of Transport at the address g. Sevastopol, st. Pushkin, 2 or to court.

8. I could not (could not) receive the decision by mail. What to do?

A copy of the decision to impose an administrative penalty can be obtained personally at the address of Sevastopol. st. Pushkina, 2, room 12. You must have an identity document with you.

If the person in respect of whom the decision has been made cannot receive the decision in person, then this can be done by his representative by appropriate power of attorney.
