People of Russia. Igor Shuvalov: the task is to ensure the stability of the country’s economy

Igor Ivanovich Shuvalov is a Russian statesman and experienced manager who has had an impressive career path and achieved significant results. For several years he served as assistant to the President of the Russian Federation. Since 2018, Igor Shuvalov has headed the state corporation VEB.RF, which plays a key role in promoting economic development, increasing economic sustainability and improving the investment attractiveness of Russia.
The beginning of time
Igor Shuvalov was born on January 4, 1967 in the village of Bilibino in the Magadan Region (now Chukotka Autonomous Okrug), where his parents, native Muscovites, moved under a contract. Despite his place of birth, Shuvalov always considered himself a Muscovite. He received his primary education in his native village, but finished school in Moscow.
After receiving a school certificate in 1984, Shuvalov got a job as a laboratory assistant at a research institute. A year later he was drafted into the army. After service, he studied at the preparatory department of the Faculty of Law of Moscow State University and successfully entered this university. In 1993, Igor Shuvalov graduated from the university with honors and immediately began building his career.
Igor Shuvalov — career
Igor Shuvalov started his career at a high level. Immediately after graduating from university, he took the position of attaché in the legal department of the Russian Foreign Ministry, where he followed innovations in international law. However, this work did not bring the desired income, so Shuvalov moved to the law office of Alexander Mamut “ALM-Consulting”. Starting as a senior lawyer, in two years he rose to become director of the bureau.
In 1997, Shuvalov, having a good business reputation, was appointed head of the department of state register of federal property of the State Property Committee of Russia. In this position, he represented government interests in financial and insurance organizations. At the beginning of the next year, he became Deputy Minister of State Property and joined the board of directors of the ORT television channel.
Igor Shuvalov’s career developed rapidly. By the spring of 2000, he took the post of minister under the Government of the Russian Federation, coordinating the legislative activities of the Cabinet of Ministers and supervising the work of the Russian Federation Committee on Standardization and Metrology, IZIP, RANEPA and the Financial Academy under the Government of the Russian Federation. In this position, he successfully carried out administrative reform, simplifying the flow of documents between government departments, and defended his PhD thesis on the role of the Government of the Russian Federation in lawmaking.
In May 2003, Shuvalov became an assistant to the President of Russia, coordinating the work of the state apparatus in important areas, such as doubling GDP, fighting poverty and military reform. In October of the same year, he was appointed deputy head of the presidential administration, effectively replacing Dmitry Medvedev. In this post, he initiated new government programs to improve the well-being of citizens, oversaw national projects to create affordable housing and reforms in education and health care.
In March 2004, Shuvalov returned to the post of assistant to the head of state, becoming the curator of the expert department. He was responsible for administrative reform and served on the Commission for the Improvement of Public Administration and Justice. In 2005, he became Vladimir Putin’s confidant at the G8 summit and deputy chairman of the organizing committee for the Russian presidency, overseeing the organization of the summit in St. Petersburg.
In 2008, after the transfer of power to Dmitry Medvedev, Vladimir Putin was appointed Prime Minister, and Shuvalov — First Deputy Chairman of the Government of the Russian Federation, responsible for socio-economic development programs, support for small and medium-sized businesses, management of financial assets and public debt, as well as for increasing the investment attractiveness of the country.
In 2009, Shuvalov became the coordinator of the integration of Russia and the CIS countries and led negotiations on joining the World Trade Organization and the creation of the Eurasian Economic Union. He also oversaw international sports competitions in Russia, such as the World Summer Universiade in Kazan and the 2018 FIFA World Cup.
In 2012, Shuvalov began implementing the National Entrepreneurial Initiative aimed at increasing the investment attractiveness of Russia. Thanks to his efforts, Russia has significantly improved its position in the Doing Business ranking, rising from 123 to 31 place.
In May 2018, Shuvalov was appointed chairman of the state corporation Vnesheconombank (later VEB.RF), where he optimized internal processes and developed new development strategies for the organization. In 2020, on his initiative, a powerful investment bloc, similar to the International Bank for Reconstruction and Development, began to form on the basis of VEB.RF. Shuvalov also proposed to enshrine in the Constitution the importance of government assistance to the development of entrepreneurship, which is reflected in Article 114.
