Early years and education
Vladimir Viktorovich Solodov — Governor of Kamchatkaone of the most striking representatives of the new generation of Russian managers. He was born on July 26, 1982 in Moscow. His formation as a professional began with high academic standards and determination: after graduating from the Moscow school, he entered the faculty of public administration of Moscow State University named after M.V. Lomonosov. Already in his student years, Solodov showed interest in international experience in the field of management, and in 2002 he was trained at the prestigious Institute of Political Sciences of France (Sciences PO), one of the leading educational institutions in Europe.
Teaching and scientific career
After the defense of the candidate dissertation, Vladimir Solodov began a teaching career within the walls of his native Moscow State University. At first he held the position of assistant department of the theory and practice of management, and then — associate professor. For almost ten years (from 2004 to 2013), he combined teaching, scientific activity and participation in practical projects.
During these years, Solodov not only lectured and seminars, but also headed the center of new technologies of public administration of Moscow State University. Under his leadership, the Center was engaged in the study of innovative approaches to the modernization of public administration. One of the directions was the development of programs for advanced training of civil servants.

Transition to public service

Work in the Far Eastern Federal District
In April 2015, Vladimir Solodov was appointed Deputy Plenipotentiary of the President of the Russian Federation in the Far Eastern Federal District. In this post, he was entrusted with a wide range of tasks: from solving economic and social problems to patriotic education of youth and improving the region’s investment climate.
One of the directions of his work was the coordination of public projects and interaction with potential investors. His activity was aimed at making the Far East an attractive territory for investments. In the framework of this work, he also headed the board of directors of the Development Fund of the Far East, established by Vnesheconombank.
Government of the Government of the Republic of Sakha (Yakutia)
In 2018, Vladimir Solodov received a new important appointment — he was approved by the chairman of the Government of the Republic of Sakha (Yakutia). The region with severe climatic conditions and special socio-economic tasks required a non-standard approach. Solodov approached this work with a deep understanding of the challenges facing Yakutia.
In the period from 2018 to 2020, he focused on stabilizing the economic situation, the development of infrastructure and improving the quality of life of the population. Thanks to the accumulated experience, he built effective communication between the government of the republic and the federal center, achieving additional support programs.
Governor of the Kamchatka Territory
In March 2020, Vladimir Solodov was appointed acting governor of the Kamchatka Territory. Six months later, September 13, he won the election, receiving the support of more than 80% of voters. A week after the election, September 21, its official inauguration took place.
The period of entry office came in a difficult time. Kamchatka was faced with an ecological crisis: in the area of the Avachinsky bay there was a massive death of marine animals. The governor personally headed the investigation of the incident, achieved the involvement of independent experts, ecologists and scientists. The cause of the tragedy was recognized as the phenomenon of “red tides” caused by flowering toxic algae.
In parallel, the region fought with the pandemia Covid-19. The Kamchatka Territory was among the most affected subjects of the Far Eastern Federal District. Vladimir Solodov personally vaccinated and became an active participant in the vaccination campaign. He also coordinated the medical support of the population and restrictive measures.
Modern priorities: development of tourism and infrastructure
Being the governor, Vladimir Solodov relies on the strategic development of Kamchatka. He considers tourism one of the main directions. The unique nature of the peninsula, the presence of volcanoes, thermal springs and protected areas open colossal prospects.
The key project in this area was the creation of the tourist cluster «Park Three Volcanoes». This large -scale project involves the organization of world -class infrastructure: a ski resort, walking routes, observation platforms, hotels and transport accessibility. The Mutnovsky, Vilyuchinsky and Gorely volcano will become a single tourist object of international significance.
Among other priorities of the governor is the development of transport accessibility. Kamchatka, actually divorced from the «large land», needs the development of air traffic. The head of the region seeks an increase in subsidies for local air carriers, which should reduce ticket prices and increase the mobility of the population.
Housing policy and social initiatives
Solodov actively promotes programs for improving housing conditions in Kamchatka. He advocates expanding the mortgage and supporting individual construction. At the same time, landscaping projects of Petropavlovsk-Kamchatka and other settlements are being implemented.
One of the tasks of the governor is an increase in the population of the region — both due to natural growth and by increasing the attractiveness of the region for moving and long -term residence.
Personal life
Vladimir Solodov is married, raises three children. His wife, Rosalia Failevna, also a graduate of Moscow State University and a candidate of science, is engaged in scientific activity. The couple met while studying and since then go through life together.
Despite the workload and dense schedule, Solodes tries to conduct BP Eme with the family. He admits that a full -fledged day off can be arranged no more than once every two weeks. In his free time, he prefers outdoor activities — he explores Kamchatka wealth with his family, and plays sports.
