PFR in Sevastopol: the importance of the status of a single parent for payments for children from 8 to 17 years old

Under the new rules, allowance for children from 8 to 17 years can be received not only by single parents, but also by complete families. Single parent status serves only as a basis for the «zero income rule».
We remind you that when assigning a number of benefits, including benefits for children aged 8 to 17 years, the “zero income rule” is applied to determine eligibility. That is, the allowance is assigned if needy parents have an official income or an objective reason for its absence , — the press service of the PFR Branch in Sevastopol notes.
One of these objective reasons, experts say, is the status of a single parent.
The parent is considered the only parent and may receive benefits even if they have no income in the billing period, provided that the other parent of that child:
- does not indicated in the birth certificate;
- not officially identified and recorded in the birth certificate according to the mother;
recognized as missing or dead;
If the mother was the only parent and entered into a new marriage, but the child is not adopted (adopted) by the spouse, then the mother remains the only parent. The mother’s lack of income will not be considered a reason for refusing to grant benefits. At the same time, her new spouse will be part of the family when calculating the average per capita income — his income and property will be taken into account in a comprehensive means assessment.
If the mother was not married, then in this case it is important whether the father is indicated on the birth certificate and whether he is alive. If paternity is established, the mother will not have the status of a single parent.
Divorce is not considered an objective reason for zero income. If the other parent is alive and listed in the documents, then the mother or father with whom the child remains will not be considered the only one.
Recall that the establishment of child benefits is declarative in nature. The application is most conveniently submitted electronically through the portal of public services. You can also apply through the MFC or at the PFR customer service, after making an appointment.
